Description: ESSCA Team Leads serve as first line supervisors and oversee the Task Orders and personnel that support the requirements defined in the ESSCA Performance Work Statement. These individuals ensure that high performing people are acquired through disciplined human resources processes and are appropriately trained, and developed to perform according to JSEG policies and standards. Team Leads are responsible for the proactive management of assigned Task Orders and personnel to ensure effective accomplishment of MSFC requirements. The selected candidate will support the Flight Systems and Integration Test Branch (ES31), of the Space Systems Department at Marshall Space Flight Center. This branch is responsible for testing of hardware and software related to miscellaneous NASA programs including the Space Launch System (SLS) and International Space Station (ISS). Team Leads participate in ESSCA contract operations by: + Supporting the JSEG Safety Program. + Ensuring excellent customer relations and harmonious team dynamics and operations through excellent conflict resolution. + Facilitating coordination/communication/collaboration with other Team Leads, JSEG management, Teammate Principals, ESSCA Technical Fellows, the Business and Finance Office, and HR. + Supporting JSEG leadership communication, sharing, and development of best practices for MSFC/ESSCA. + Actively working with JSEG and MSFC personnel to explore new work areas, and develop new task scope in conjunction with JSEG initiatives. + Leading and supervising personnel in the technical accomplishment of task order requirements. + Driving employee awareness and commitment to personal safety, mission success, and client satisfaction. + Notifying JSEG management and appropriate Teammate Principals of activities that could require disciplinary and/or safety actions. + Ensuring quality of technical work in accordance with the Jacobs Project Management System (JPMS). + Managing subcontractors where applicable. + Strategically assisting personnel in broadening and developing skills. + Leveraging broad experience/familiarity to effectively apply the technologies and tools used in technical discipline. + Conducting special projects as assigned by Deputy Department Manager, Department Manager, or Office of the Program Manager. General Team Lead Responsibilities: + Ensure team safety, manage the ESSCA safety program for the team, and lead by example in our Beyond Zero culture. + Work closely with the Deputy Department Manger to ensure JSEG and customer needs are being met. + Lead a strong and high performing technical team of 18-30 employees, to succeed in delighting the government customer and JSEG management. + Provide technical area supervision, to include assigning and balancing team skills to various subtasks and Task Orders, to meet customer and JSEG management expectations. + Assign and develop lead personnel for each subtask, as appropriate. + Perform and support task/subtask resource allocation, tracking, and control. + Provide oversight of individual and team technical performance. This may include directly supporting tasks as an individual part time technical team member, providing technical expertise in a discipline, establishing and implementing processes spelled out in the JSEG Performance Management System (JPMS), and confirming the technical quality of the work products generated by team personnel. + Coordinate with the Capabilities Enhancement Department (CED), to train and develop team personnel thru on-the-job training, strategic technical assignments, peer-to-peer training, classes, etc. + Forecast future resource/skills/development needs, in collaboration with department leadership and the CED, to efficiently manage and train the workforce to maximize flexibility and efficiency. + Identify and manage cost/technical/schedule risks to ensure accomplishment of TO requirements, ESSCA goals and objectives, and the JSEG business plan. + Support the Department leadership in preparing Operations Review material and Significant Accomplishment Reports. + Perform hiring functions to meet team support requirements: define position requirements; conduct candidate recruiting; lead interviewing and selection; and perform on-boarding activities. + Perform development of employee goals and objectives, and conduct performance evaluations. Support disciplinary processes with team personnel if needed. + Utilize the awards and recognition program. + Review and approve employee travel and training requests, and associated expense reports. + Establish and oversee specialty subcontracting requirements, in collaboration with the JSEG Business and Finance Office (BFO), to include coordination of task assignments and performance. + Develop of subcontractor Statements of Work (SOW) and manage subcontractors. This Team Lead opportunity supports ES31. The ES31 Electromagnetic Environmental Effects (E3), Radio Frequency (RF), and Guidance Navigations and Controls (GN&C) Team Lead is a critical role supporting multiple customers across SLS (multiple elements), HLS, ISS, Gateway and MAV. This team performs EMI/EMC, RF and GN&C tasks across the Branch, Division, and Dept. The team focuses predominantly on requirements and verification development, and EMI testing for these programs. There are multiple opportunities for leading technical activities while managing a team of strong engineers. ES31 Specific Job Responsibilities: + Lead efforts regarding the design and development of requirements for various programs to ensure safe, cost effective, and timely support. + Ensure that the E3, RF, and GN&C requirements are properly designed, integrated, analyzed, and verified to meet the element requirements. + Leads efforts to identify and address risks and conduct trade studies used to make appropriate design decisions. Here's What You'll Need: Qualifications: The candidate will have a bachelor's degree in a scientific, engineering, or related discipline (Electrical Engineering Preferred) from an accredited institution, and experience in a technical discipline as follows: Ph.D. with a minimum 9 years of experience; Masters with at least 13 years of experience; or a BS with at least 15 years of experience. The ideal candidate will have the following traits/skills: + Technical leadership and engineering management, preferred in electronics testing, or aerospace disciplines. + Project management skills to include budgeting, personnel management, and hiring. + Skills in the areas of technical management as needed to support evaluation of MSFC programs and projects. + A working knowledge of EMI/EMC, RF, and GN&C for requirements development with respect to hardware integration. + Experience developing and delivering executive level briefings, negotiation skills demonstrated through technical problem solving, and a demonstrated ability to breakdown problems or issues into manageable pieces. + Excellent oral, written, interpersonal, customer relation, and presentation skills. + Self-motivated, effective team player, familiar with working in a dynamic work environment.
