Job Overview

Nature of Work Schedules and oversees the daily activities of a designated crew assigned to perform street maintenance and construction of City roadways. ENVIRONMENTAL FACTORS Position functions primarily outdoors with exposure to all weather and traffic conditions; exposure to moving vehicles and equipment, noise, dust, dirt, and pollen; may have exposure to open manholes and street excavations with cave-in potential; safety equipment includes vests, hard hat, safety shoes, goggles, and ear protection. PHYSICAL FACTORS Heavy physical effort is required to perform job functions in a construction environment including ability to lift and push items weighing up to one hundred (100) pounds and using equipment weighing up to five hundred (500) pounds. Sufficient clarity of speech, hearing, or other communication capabilities, vision or other powers of observation, manual dexterity, and personal mobility and physical reflexes sufficient to effectively and efficiently perform essential job functions. WORK SITUATION FACTORS Position involves competing demands, performing multiple tasks, working to deadlines, and responding to customer issues. May also involve working extended hours and working during emergency situations. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy. Release of Information Form (49 CFR Part 40) required. Full-time, regular, non-exempt, union represented position. This position is graded at a BC11. Duties and Responsibilities Performs as lead worker,inspects completed work and work in progress, to ensure compliance with standards and safety requirements; provides training, guidance, and instruction to staff on proper work procedures; serves as technical support to other workers;maintains accurate and timely work records and logs; serves as a liaison to the supervisor. Provides performance feedback, trains, and instructs employees to meet established goals and objectives; participates in staff evaluations with designated supervisor to provide impartial feedback regarding performance; assures that staff maintain safety standards and adhere to policies and procedures for efficient and safe operations. Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services. Ensure appropriate traffic controls and safety procedures are followed to comply with established policies, rules, and regulations. Interprets roadway construction plans to make technical field decisions and complete projects in a timely manner; evaluates and recommends the replacement, or repair, of sidewalks to comply with standards and safety requirements. Ensures concrete forms are set for pouring concrete and assures appropriate concrete depth is attained to maintain applicable standards and regulations. Conducts repairs on storm drain inlets and French drains to maintain functionality. Determines quantities of materials and supplies needed to complete projects; coordinates ordering of roadway materials for multiple projects to ensure timely delivery. Provides timely responses and resolutions to issues received from customers to maintain positive relations with residents. Performs minor concrete repairs around City buildings and facilities as needed and directed. May serve as a relief truck driver; may serve as the acting supervisor to ensure effective and efficient operations. Minimum Qualifications Equivalent to high school diploma PLUS four (4) years of experience in concrete construction and concrete finishing, which includes experience operating backhoes and other job-related equipment. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. Valid Class B commercial driver's license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. Knowledge, Skills, and Abilities Considerable knowledge of: applicable rules, regulations, techniques and procedures to effectively perform the functions of the position; occupational and environmental safety and health hazards, and traffic control and safety practices; practices and methods of street and concrete construction, finishing, repair, and maintenance;safe and effective use of related tools and equipment; principles, techniques and practices of effective and respectful customer service; basic principles of record keeping and records management; business and personal computers, and applicable software applications; principles and practices of effective employee supervision; firmly and impartially coach, lead and direct the activities of staff; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position. Ability to: perform a variety of duties and responsibilities timely and with accuracy to meet time-sensitive deadlines and ensure achievement of goals and objectives; plan, organize, and coordinate the work of staff; read, understand, interpret, and ensure compliance with a variety of specifications, plans, standards, policies, procedures, rules, and regulations governing related activities, programs, and functions; calculate material quantities, grade, slope, and drainage; safely and effectively operate associated tools, equipment and motor vehicles; navigate across even and uneven surfaces; communicate appropriately and effectively orally and in writing; use sound judgment in decision-making with limited supervision in routine operations and during malfunctions or other emergencies; maintain concentration; compile applicable information and maintain accurate records; review documents and extract relevant information; operate a two-way communication device to communicate with other employees and supervisors;establish and maintain effective and appropriate working relationships with employees and the public; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives. Skills: effectively using, operating, and maintaining relevant tools and equipment;analyzing issues, evaluating alternatives, and making logical recommendations to address issues and/or make recommendations to improve procedures, policies, and methods based on findings; effectively managing and leading staff and delegating tasks; reading, interpreting, and communicating policies, regulations, and technical procedures and information; reviewing, evaluating, and verifying relevant records, mathematical calculations, and documentation; using independent judgment and personal initiative; maintaining complete and accurate records; operating tools and equipment and a personal computer with installed generic and specialized software; assessing and prioritizing multiple tasks, projects and demands; interpreting technical instructions and analyzing complex variables.
