Are you an experienced engineer specialist who is excited to provide risk management expertise, support and guidance to the team? If so, this opportunity is for you! In this role you will be responsible for developing Process Safety Management (PSM) and Operational Risk Management (ORM) policies and procedures. You are also responsible for ensuring Integrated Management System Programs adhere to PSM and ORM policies and procedures.

Here's what you will do:

Hazard Identification and Inventory

Facilitate the hazard identification and inventory process by conducting HAZIDs and building bowties to populate and maintain the hazard register, including facilitation of periodic reviews of the register with stakeholders (e.g. Operations, EHS, Integrity).

Update hazard register based on failed barrier and root cause analyses following incident investigations.

Review information (e.g. audits, safety cases) on effectiveness of risk controls identified in the register and make recommendations for corrective actions.

Operational Risk Management

Facilitate the Operational Risk Management process for Integrated Management System Programs.

Analyze and evaluate a wide range of operational risks affecting financial, safety, operational reliability, environmental and reputational receptors.

Make recommendations to decision-makers based on risk assessment results with some interpretation of established guidelines and risk tolerance criteria.

Process Safety Management

Lead PSM and PSI audits as required.

Maintain PSM and ORM policies and procedures.

Complete baseline and re-validation PHA, FSS and CPQRA studies.

Process Safety Event Investigations

Serve as lead investigator or Process Safety Subject Matter Expert for significant process safety incidents as required.

Collect evidence, interview personnel, and apply investigation methodologies such as fault and event tree analysis, root cause analysis, human factors analysis, etc.

Write reports and make corrective action recommendations to decision-makers based on findings, including development of High Value Learning Events.

Process Safety & Risk Leadership

Lead the continual improvement of process safety and risk management processes and methodologies. Work with contacts in other teams to drive improvements in interfacing processes.

Provide Integrated Management System Programs with clear, timely, and objective information, technical support, and advice regarding Operational Risk best practices.

Provide training related to updates in the Operational Risk and Process Safety Management Program, resulting from deficiencies found through various reviews and audits, and major changes to program related services, systems, and processes. Coach, mentor and motivate colleagues in risk team. Assign, check and approve work of others in the risk team based on area of specialization.

Operational Risk Management

Facilitate the Operational Risk Management process for assigned operating region, helping the region maintain their risk register.

Analyze and evaluate a wide range of operational risks affecting financial, safety, operational reliability, environmental and reputational receptors.

Work together with subject matter experts and decision-makers to make recommendations for risk treatments based on risk assessment results and evaluate potential risk reduction to support risk treatment decisions.

Asset-Management of Change

Support the assigned operating area in planning and completing changes through the Asset-Management of Change process.

Provide Process Safety subject matter expertise for Projects and related MOCs in assigned operating area, including completing risk assessments (PHAs, FSSs, QRAs) for the change.

Actively participate as requested in Pre-Startup Safety Reviews to verify all requirements in the MOC have been completed.

Process Safety Event Investigation

Who you are:

You have:

Bachelor's degree in Engineering.

7+ years of directly relevant industry work experience.

Extensive Eexperience with Process Hazard Analysis techniques, particularly HAZOP, FMEA and What-If studies.

Extensive Eexperience with Quantitative and Semi-Quantitative Risk Assessments, particularly LOPA and FTA/ETA.

Experience with applying Bayesian statistics and Reliability/Survival analysis in process safety and operational risk management

Strong knowledge of physical effects including gas dispersion, vapor cloud explosions, flash fires, jet fires, BLEVEs.

Strong mathematical ability and knowledge of probability and statistics, particularly in the context of quantitative risk assessments for the process industries.

Knowledge of process equipment and process engineering.

Experience using risk analysis tools including PHA Pro, BowTie XP, PHAST/SAFETI and CAFTA.

Ability to work within a diverse makeup of facility personnel, engineers, managers and EH&S professionals.

Ability to work with and lead large and small teams of people.

Knowledge of OSHA 1910.119, CSA Z767, CSA Z260, ISO 31000, API 1173 and related codes and standards.

Ability to work in an independent environment under the scrutiny and pressure of regulatory agencies.

A valid driver's license, which will be verified with a motor vehicle check prior to hire.

The following are considered assets:

Chemical, Mechanical, Petroleum Engineering preferred.

Advanced degree (Master's or PhD) in Engineering preferred.

Experience using risk analysis tools including PHA Pro, BowTie XP, PHAST/SAFETI and CAFTA.

Experience with root cause failure analysis techniques, BSCAT preferred.

Experience with human factors analysis in process industries.

Knowledge of financial analysis such as Discounted Cash Flow and Net Present Value.

Pipeline and/or plant operations work experience.

Experience with applying Bayesian statistics and Reliability/Survival analysis in process safety and operational risk management

Working Conditions:

Approximately 80% Office Environment vs 20 % in a field office or facilities outside operations in all types of weather.

Available 24 hours per day to respond on site to emergency situations and must be able to remain calm and focused during emergency situations.

May be exposed to work near moving mechanical parts

Work in high, precarious places

Work near toxic or caustic chemicals

The employee is occasionally exposed to wet or humid conditions (non-weather); fumes or airborne particles; risk of electrical shock and vibration.

The noise level in the work environment may be above 90 dBA.

Works to meet concrete regulatory deadlines under facility operating authorizations.
