Pontchartrain Site Engineering Leader / Minor Team Leader is responsible for the success of all aspects of capital portfolio management, project design, and execution for the site's capital investments including executing capital projects as a Minor Team Leader. Success is measured by safe project execution, budget and schedule control, quality of all project deliverables, and contribution to business improvement. The position encompasses people leadership, project management, and tactical responsibilities for driving design and capital execution work process improvements. This position will report to the Business Engineering Manager for W&P and is a member of the Pontchartrain Site Leadership Team. Your key responsibilities will be/what you'll do: Full Minor Team Leader responsibilities of approximately $3.4MM Capital in 2022 including expense projects. This includes acting as construction manager on projects as needed. Including estimating capability for minor projects. Ecosys funding requests. Design team prioritization and forecasting Forecasting material tracking, field charges, design charges etc in ecosys Implementation prioritization, vendor/contractor interface, and field checks. Leads monthly implementation meetings for all cost/cap projects Owner of Infrastructure only cap/cost projects (mostly civil items) eg asphalt, levee work, etc Accountable for site engineering team (Contractors); adherence to capital project work processes; capital approvals, spending, and forecasting for financial investment requirements. Accountable for the quality of Front-End Loading (FEL) and Capital Execution deliverables to ensure effective and optimum utilization of engineering design resources for the site's capital investment priorities. Capital quality assurance (QA) addresses contracted engineering and design support, engineered equipment fabrication, and installation quality by construction contractors Ensures all projects have clearly stated business objectives and alignment across stakeholders Ensures adequate basic data is provided to begin project front-end loading and design Ensures execution of projects is supported through Return to Operations (RTO) Ensures PSM and MIQA requirements for project investments are met Engineering team's responsibilities include Project Management, Engineering Design, Project Procurement, Capital Construction, liaison with Maintenance / Reliability and Contract Administration/Contractor Management, operation Turnaround (TAR) support, infrastructure and utility capital improvements, and functioning as the owner of the site's capital execution process for projects. Facilitates the site's evergreen capital portfolio planning process, along with Area and Site Leadership for operations, technology, maintenance, and R&D, to generate a clearly defined and prioritized list of projects to be implemented for a given capital allocation. Includes facilitating routine discussions regarding the project priorities for the site. This includes the development and maintenance of the 5-year Capital plan. Responsible for monthly actual Site Project spend reconciliation and forecasting of Capital and CAWC (expense) costs in EcoSys. Oversight for all site capital work/steering team members for majors. Lead all 4 blocker reviews Accountable for Site Engineering resource capability (Owner and Contractor) is consistent with the business direction, aligns with the expectations of the business engineering leadership, and delivers a competitive advantage. Responsible for renewing, retaining, and developing the competency of design and execution of engineering resources on site. Partners with the Business Engineering leader relative to resourcing capital workload and interactions with key contractors/suppliers. May directly lead early business evaluations of strategic capital investment(s) at the site in the role of Program Leader. Mentors site engineering and other technical resources Requirements: BS degree in Engineering preferred (Chemical, Mechanical, Electrical, Civil) 7+ industry/project experience, with 5+ years directly in Capital Projects Experience in Operations / Reliability / Manufacturing facility is desirable Experience with data analyses, process improvements, and/or change management is required Demonstrated track record of achieving business and project results on strategic initiatives Demonstrated team leadership capabilities, with a focus on prioritizing and managing multiple activities in a dynamic environment Demonstrated ability to collaborate effectively across all levels of the organization, while managing change Demonstrated excellence in communicating, planning, networking, organizing, influencing, and resolving conflict.
