PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery's rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. SCOPE:
This position leads in the development of project conceptual design (FEL 1/FEL 2), justification, alternative analysis, and implementation to improve safety, environmental, reliability, margin, energy performance and/or profitability within the Deer Park Refinery (PEMEX Deer Park). In addition, this role may support special studies with external vendors to provide supplemental technical support to the production or project organizations when warranted.

SCOPE:

ACCOUNTABILITIES & RESPONSIBILITIES:
- Create and/or validate refining project business cases.
- Perform economic evaluation of projects and update as developments warrant.
- Develop process design basis for projects.
- Develop conceptual process designs and alternatives with recommendations or lead contractors in this effort.
- Develop detailed process design following company and/or industry standards
- Provide an overview and technical assurance of contractors' process deliverables, with guidance from the Department Manager as needed.
- Coordinate process engineering interface with third-party engineering for relevant projects/studies.
- Support, as needed, the project engineer in developing project scope, cost, schedule, and execution strategy (FEL3)
- Coordinate process engineering activities/support during construction and startup.
- Integrate input and consultation obtained from customers/stakeholders, technical, and business organizations to ensure projects are fit-for-purpose.
- Support preparation of Site Investment Proposals (e-SIP) and support Capital Investment processes.
- Support PHA/Safeguarding work process towards validation and resolution of identified gaps in a timely manner. May coordinate compliance action items to ensure on-time delivery of evaluations, and conversion to the capital projects by submitting e-SIPs, as needed.
- Support Management of Change (MOC) activities for projects including SEORs/PSSRs, safeguarding analysis, ESP alarm reviews, and PHAs.
- Ensure appropriate environmental review and permitting of projects.
- Conduct special studies or detailed engineering analysis within the site as identified.
- Provide supplemental project technical support as necessary (e.g., Turnaround Support- for projects).
SKILLS & COMPETENCIES REQUIRED:
- Operations, Process Safety, and/or Process Control background with a technical degree in Chemical Engineering.
- 10 plus years of experience in a Refinery, Chemical plant, or similar asset.
- Strong communication skills and ability to work with many stakeholders
- Strong problem solving / root cause analysis skills
- Strong leadership skills
- Strong organizational skills
- Knowledgeable of industry standards and best work practices
- Knowledgeable in overpressure analysis and relief design
- Knowledgeable in Process Technology/Design
