Job Overview
Services performed under this contract will be for the Department of Veterans Affairs Saint Cloud VA Medical Center (VAMC). This program involves both new construction projects and renovations of existing buildings.
The primary focus for this position is hands-on experience managing healthcare construction activities from the Owner's perspective in a mission critical facility including in depth knowledge of major utilities and NFPA 101. Candidate must be experienced in technology communication projects, ideally healthcare electronic assemblies and construction project management. The candidate will be required to inspect construction sites daily to inspect for OSHA compliance, NFPA compliance, contract compliance, and general construction Quality Assurance. The candidate will actively communicate, coordinate, and process contractual actions on behalf of the VA project owners.
Some of the existing buildings are historic properties. The building types include federal office buildings, federal hospitals, clinics, laboratories, warehouses, and other types of real property. Project sizes range from small remodeling or repair projects to multi-million-dollar new buildings or renovations of major existing buildings. At any given time, the projects may be in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. Projects are typically design-bid-build with contracted architecture/engineering and construction firms, design-build, or small in-house designs with contracted construction.
Required Minimum Education and Experience:
- Graduate of an Architectural, Engineering or Construction Management college curriculum with a four (4) year degree, OR 8 additional years of experience for a total of 23 years.
- Fifteen (15) years specialized experience in developing and maintaining complex, long term/multi-year project management activities.
- 1-3 years technical expertise in field of commercial or Government communications infrastructure.
- Clearly demonstrated and verifiable experience in federal or major commercial facility infrastructure design and construction projects valued in excess of $5M.
- Strong technical aptitude and proficiency in PC usage hardware, software and LAN equipment
- Working knowledge of basic AC and DC power fundamentals
- Knowledge of basic grounding principles as applied to equipment, AC and DC power
- Strong analytical skills and logical thought processes to break down and resolve complex technical issues
Other General Qualifications:
- Ability to communicate orally and in writing, with experience preparing correspondence, written reports, maintaining official project records, conducting meetings, and briefing clients and management personnel.
- Knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation in the Architect's or Engineer's area of expertise.
- Knowledge and experience with construction in a healthcare setting.
- Ability to inspect materials, workmanship, and construction and installation of various systems in the Architect's or Engineer's area of expertise.
- Knowledge of safety practices in the construction industry, including specifically, a background that indicates familiarity with Occupational Safety and Health Administration (OSHA) safety requirements on construction projects.
- Knowledge of applicable codes related to their disciplines.
- Ability to evaluate proper systems to meet scope requirements.
- Ability to verify the adequacy of building systems related to their respective disciplines.
- Ability to interpret/coordinate Architectural/Engineering plans and specifications.
- Familiarity with modern construction products (i.e., quality, uses, and applications).
- Maintain a comprehensive understanding of building code and Joint Commission requirements for healthcare facilities and is able to work with permitting agencies.
- Experience in developing and maintaining complex, long term/multi-year project management activities, including but not limited to:
- Developing and controlling budgets and funding strategies.
- Scheduling and coordination of project interactions among existing and newly occupied facilities.
- Ability to manage inter-disciplinary teams of professionals and supporting labor categories.
- Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
- Experience and familiarity with Federal and local government building projects, and with procedural, review, and approval requirements.
- In-depth experience in interpreting construction drawings and specifications on construction projects.
- Ability to accurately calculate construction costs for changes. Experience in making materials take-offs for construction work, pricing the value of needed work, and negotiating equitable contract adjustments.
- Ability and experience in the inspection of materials, workmanship, and construction and installation of various systems (such as fire alarm systems) within the inspector's area of expertise.
- Familiarity with related engineering fields, including civil, mechanical, and electrical disciplines.
- Familiarity with International Building Code, NFPA (including NFPA 101 Life Safety Code), OSHA requirements, and general healthcare design.
- Ability to use and access VA Master Specifications, Design Guides, and Design Manuals.
- Ability to use AutoCAD and Revit for basic tasks.
- Full knowledge of engineering and architectural concepts, principles, and practices for the design, layout, and construction of medical facilities, associated buildings, parking, roadways, and site utilities.
- Experience with ADA compliant construction, remodeling, and renovations
- Able to read, understand and apply standard to complex documents affecting construction project, including but not limited to agreements/contracts, work letters, project charters, surveys and drawings.
- Experience with healthcare-specific construction project management, both renovations and new construction.
- Ability to obtain VA computer access by successfully passing a security screening, which may include fingerprinting, financial, and criminal background checks.

Salary: $90,000.00 - $110,000.00 per year
