Description of Job Starting Salary Range: $75,000.12 - $85,000.24 The Program Engineer provides technical support and coaching to program participants for the Building Innovation & Energy Finance team. While working on a suite of buildings focused programs and initiatives, they will spend 75% of their time on Energy Performance Contracting (EPC) and the implementation of pioneering climate legislation: HB-1362, including ; The building electrification for public buildings grant program and the high-efficiency electric heating and appliances grant program. HB-1362 allocated $10 million to the "building electrification for public buildings grant program" to provide grants to local governments, school districts, state agencies, and special districts for the installation of high-efficiency electric heating equipment; and $11 million to the "high-efficiency electric heating and appliances grant program" to provide grants to local governments, utilities, nonprofit organizations, and housing developers for the installation of high-efficiency electric heating equipment in multiple structures within a neighborhood. These programs offer a unique opportunity for the successful candidate to make real and measurable change. Candidates for this position should demonstrate the ability to perform under a high degree of autonomy, think creatively and thoughtfully about program development, and help manage multiple program components from initial design through full implementation and reporting in coordination with the entire EPC team. The Program Engineer will play a key role in the technical support of the EPC program, which is a financing tool used to pay for energy and water efficiency improvements through annual utility savings and is a significant driver of energy saving projects in the public sector across the state. They will support multiple program initiatives including continuous improvement of program delivery, expansion of EPC to new vertical markets, and outreach to public jurisdictions and other program stakeholders. EPC Duties and Responsibilities: Provide technical support to EPC program clients: preparation of feasibility studies; aid in the preparation and review of procurement documents including RFP/Qs; technical review and comment on investment grade audit reports, measurement and verification plans/reports, and post-installation reports; support throughout construction and commissioning; and coaching and guiding program participants through the process. Track and manage EPC project metrics, documents, timelines, requirements, and critical project notes in SalesForce-based portfolio management platform; support analysis of archived data and new project metrics and reporting on progress toward goals, milestones, and program impact. Provide technical support to the EPC Program Lead including updates to program contracts, processes/protocols, guidance documents, and collateral materials. Develop and maintain effective relationships with program stakeholders including public agencies, building engineers, consultants, ESCOs, Office of the State Architect, and CEO staff. Act as a spokesperson for EPC, providing introductory presentations to potential participants, post-implementation presentations to client leadership, facilitating meetings and working groups, presenting at public meetings and technical conferences, and representing CEO in technical organizations and associations. Provide technical support to EPC markets under development, including public water and wastewater systems as well as private sector commercial buildings; lead technical improvements to the program that ensure it remains a national leader and is responsive to a changing market. Conduct research on a variety of energy-related issues and technologies as needed. Assist in the development of programming work plans, associated contracts, and the proposal of corresponding annual state and federal budgets Help develop, monitor, and report on progress toward program operational measures and goals to the EPC Program Lead. Help promote data-driven decision making through the collection and utilization of program data. Participate in the evaluation of program outcomes and propose changes to the Unit Director for program improvements and to support the annual strategic planning process Coordinate with the Unit Director and Senior Staff on strategic program outreach New Initiatives Duties and Responsibilities: Undertake all necessary activities to help develop and implement the Building electrification for public buildings grant program and the High-efficiency electric heating and appliances grant program for the State of Colorado. Help develop processes and engagement strategies that ensure equity-centered programming that increases access to beneficial electrification and state energy programs, increasing the benefits of energy savings to disproportionately-impacted communities, or other equity considerations. Help develop strategies to raise awareness of this new program through collaboration opportunities and other tactics to successfully launch the program in year one and grow in subsequent years. Assist with research, stakeholder engagement, and regular program evaluation to ensure program remains responsive to changing conditions, adjust program if necessary to meet community needs and deliver equitable benefits. Help manage and track overall program budget, oversee applicant awards, review and approve deliverables and invoices, and monitor contractor performance as needed. Other Market Duties and Responsibilities: As needed, provide occasional technical support to existing and new programs and initiatives at CEO. Examples of sectors the BDFI supports include: Cannabis, K-12, Greening of State Government, Geothermal, and Strategic Electrification; and contribute to the development and launch of new programs and initiatives. Conduct research on a variety of energy-related issues and technologies as needed. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum of 3-5 years of direct professional experience working with commercial building mechanical systems and equipment in the areas of energy or mechanical engineering, energy management, energy auditing, building systems analysis, or related field. Bachelor's degree in energy, environmental or mechanical engineering. Other engineering disciplines or related fields including architecture and construction or facilities management will be considered if combined with direct experience in building mechanical systems and equipment as noted above. Thorough understanding of commercial building mechanical systems and equipment with demonstrated experience reviewing, commenting on, and QA/QC of technical documents such as energy audits and feasibility studies. Excellent written and verbal communication skills. Organized, detail-oriented, and collaborative, yet self-directed. Desired Experience: Working knowledge of energy performance contracting preferred, with the ability to communicate and translate technical information to a variety of stakeholders and clients, including facilities, financial and sustainability staff, building occupants, and executive leadership. Knowledge of governmental grant program implementation processes and federal reporting requirements. Working knowledge of International Performance Measurement and Verification Protocol (IPMVP) as well as the Federal Energy Management Program's (FEMP) standard procedures and guidelines for measurement and verification preferred. Experience collecting, tracking, and analyzing utility bill data for use in annual reporting, facility benchmarking and annual budgeting preferred. Colorado registered Engineer-in-Training (EIT) or Professional Engineer (PE) preferred, but not required.
