Northrop Grumman Mission Systems Philadelphia Assembly and Test Site is looking for a Principal/Sr. Principal Operations Program Manager to support electromechanical submarine/surface systems projects in our Philadelphia, Pennsylvania facility. The ideal candidate will have a background in large mechanical systems and the unique product lines and manufacturing processes that support such systems.

Basic Qualifications for a Principal Operations Program Manager:
Salary Range: $101,400 USD - $152,200 USD
Salary Range 2: $125,800 USD - $188,600 USD
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

What You'll Get to Do:
- Act as primary liaison with the Site Manager regarding assigned production operations and programs.
- Responsible to maintain an accurate operations Integrated Master Schedule(s) (IMS) ensuring alignment with Master Program Schedule(s) for production programs.
- Develop daily operations plan to complete Manufacturing Instruction operations in alignment with the schedule.
- Ensure the required manufacturing and test resources are forecasted and secured to execute the job (technicians and other personnel, equipment & facilities). Coordinate technician
- allocation with the Site Manager and overall program priorities.
- Manage change control for the product and resolve issues/defects in production quickly and effectively by working with cross functional team including; Project ME Lead, Quality,
- Supply Chain, and Design Engineering.
- Manage risks and opportunities for all operations scope related to cost and schedule.
- Collaborate with Site Manager and all functional organizations to resolve any operations conflicts or challenges.
- Responsible for planning and monitoring for assigned program using Earned Value or other standard project monitoring techniques and keeping Site Manager updated on issues impacting the manufacturing cost or schedule performance.
- Focal point in driving First Time Process Reviews (FTPRs), Manufacturing Process Development, Continuous Improvement, and affordability initiatives related to their specific program(s).
- Provide Operations inputs to internal reports, including the generation and management of operations CAM (Cost Account Manager) inputs and RTG (Return to Green) plans for assigned programs.
- Coordinate with Supply Chain and Inventory Lead to ensure material availability, all material receipts are processed, parts are kitted and shipping requirements are in place.
- Support and generate proposal documentation as needed to foster new work. Provide labor and material inputs and serve as operations proposal lead including Basis of Estimate and budget/proposal development
This position may be filled as either a Principal or a Sr. Principal Operations Program Manager.
Basic Qualifications for a Principal Operations Program Manager:
- Bachelor of Science degree in Engineering or related STEM discipline plus 5 years of relevant engineering/program management experience; or Master of Science degree in Engineering or related STEM discipline plus 3 years of relevant engineering/program management experience; or PhD in STEM plus 0 years of relevant engineering/program management experience
- U.S. citizenship with the ability to obtain and maintain a Secret clearance
- Experience with Earned Value Management (EVM), which includes managing projects to cost, performance and schedule requirements
- Experience with Material Requirements Planning (MRP) Systems (such as SAP, Oracle, etc.)
- Experience with scheduling and/or using MS Projects
- Ability to read mechanical drawings
- Experience working in a manufacturing environment
- Bachelor of Science degree in Engineering or related STEM discipline plus 9 years of relevant engineering/program management experience; or Master of Science degree in Engineering or related STEM discipline plus 7 years of relevant engineering/program management experience; or PhD in STEM plus 4 years of relevant engineering/program management experience
- U.S. citizenship with the ability to obtain and maintain a Secret clearance
- Experience with Earned Value Management (EVM), which includes managing projects to cost, performance and schedule requirements
- Experience with Material Requirements Planning (MRP) Systems (such as SAP, Oracle, etc.)
- Experience with scheduling and/or using MS Projects
- Ability to read mechanical drawings
- Experience working in a manufacturing environment
- Active Secret Security Clearance or higher
- Hands on experience with Large Mechanical Assembly and Heavy Lifting Principles Manufacturing or engineering background in a marine discipline (e.g., Rotating Machinery
- engineering or manufacturing)
- Experience working on the factory floor in a represented workforce environment
- Experience in implementing new designs and processes into a factory environment
- Experience in working with Supply Chain to manage delivery schedules and work-arounds
