Job Overview

OVERVIEW

The Senior Project Controls Specialist will oversee a large complex transmission and distribution project that is in the conceptual design phase. The primary responsibility is to develop a resource and cost loaded master schedule. This project used an FEL Stage type of approach so initially the focus to develop a detailed plan for the remainder of the year. Additional responsibilities are to integrate engineering contractor's cost loaded schedules; monitor the baseline and critical path; and provide cost management support.

Anticipated duration is six months with the possibility of an extension.

JOB RESPONSIBILITIES

  • With minimal supervision, create integrated master schedules using information from in house stakeholders, and contractor supplied schedules.
  • Coordinating the responsible party's work throughout engineering and regulatory phase.
  • Monitor key milestones and deliverables.
  • Evaluate schedule progress and trends and provide improvement recommendations to Project Management team.
  • Review and approve contractor baselines and schedule updates.
  • Update schedules weekly, perform analysis, and prepare reports for stakeholders.
  • Facilitate periodic schedule meetings when requested by the Project Manager.
  • Prepare and issue a periodic status and critical item reports to Project Management that highlight significant program issues and potential delays to project milestones.
  • Evaluate and report on the Schedule Performance Index (SPI), Cost Performance Index (CPI), and project Earned Value (EV).
  • Investigate all deviations from established cost and schedule baselines, apprise and make recommendations to management concerning corrective actions or workarounds required to meet project objectives.
  • Maintain the project's schedule and cost change logs. Facilitate the timely processing and implementations.
  • Maintain the project variance log.
  • Understand the project and contractor scope and evaluate the submitted contractor's schedule, cost and progress cost information.
  • Work with field engineers and periodically visit project sites to verify progress reported by contractors.

REQUIREMENTS

  • 7+ years of related experience
  • Prior experience in the integration of multiple contractor schedules. Including best practices on the import and export of the contractor provided schedules.
  • Have prior Experience in schedule-based claim analysis.
  • Have prior experience in change order management.
  • Hands-on detailed scheduling experience with Oracle Primavera P6 version 8.2
  • Demonstrated good verbal and written communication skills
  • Demonstrate the ability to implementation best practices in schedule and cost management.
  • Ensure timely and collaborative communication with client, including formal reporting and informal influencing.

PREFERRED

  • Have a bachelor's degree in construction management, Engineering, Project Management or Business Administration.
  • Prior experience with Risk Analysis
  • Have prior experience in transmission and distribution project that take place in a highly dense population area.
  • Prior experience with Earned Value management and Lean construction.
  • Prior experience with general Cost Engineering responsibilities, including, estimating, establishing performance measurements, earned value implementation and risk analysis.

Prior experience with using MS Access for data integration and management.
