Job Overview

Position will be open until filled. GENERAL PURPOSE: Under general supervision, manages and processes residential building permit applications and related documents; provides information and customer assistance, and explains City codes and policies. PRIMARY DUTIES AND RESPONSIBILITIES: Provides Development Services Department information and customer service; answers questions within scope of authority and training as first point of contact for customers. Reviews and accepts building permit applications; Oversees electronic submittals for residential applications for completeness, and forwards applications to appropriate staff for review and processing. Manages updates and maintains handouts, contractor registrations and policies on the website. Accepts residential and contractor permit applications; reviews supporting documents for accuracy and completeness; schedules inspections. Maintains records and files associated with plan review process, problems and permits. Calculates permit fees; collects fees and issues receipts; balances and reconciles receipts to monies collected at end of each day; issues permits within scope of authority. Answers inquiries and assists the public with Development Services Department issues. Provides administrative support services as needed, including secretarial, receptionist, billing, cash management, and dispatcher functions; research issues as requested. Responds to requests for information; provides technical information to City staff as authorized; provides assistance to the public within scope of authority. Oversees and establishes technical information to City staff for Public Information Requests as authorized. Maintains record management policies for the department. Hours: Monday through Friday, 8:00 am through 5:00 pm. Regular and timely attendance is required. MINIMUM QUALIFICATIONS: Education and Experience: High school diploma or equivalent; and two year's clerical and customer service experience; or an equivalent combination of education and experience. Required Licenses or Certifications: Must possess a valid driver license with a good driving record. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Required Knowledge of: City policies and procedures. Basic principles of application permitting, building inspection and plan review. Municipal building codes and ordinances. Principles of record keeping and records management. Principles of urban and regional development and land use. Required Skill in: Reading, interpreting, explaining and applying municipal building standards. Interpreting and applying department standards and City policies. Entering information into a computer system with speed and accuracy, and maintaining electronic files. Effective communication, both verbal and written. Establishing and maintaining cooperative working relationships with co-workers.
