Job Overview
STATE PROFILE SUMMARY Under general supervision, serves as a junior engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects. JOB RESPONSIBILITES: Serves as a design engineer within one of six design teams which are responsible for developing and maintaining GDOT design policy guidelines and standards. These teams are organized into the following six areas: (1) Water Resources; (2) Standards and Roadside Design; (3) Hydraulics; (4) Design Policy; (5) Lighting, and (6) Conceptual Design/PDP process. This position will serve within the fourth group listed above and may be asked to support other teams as needs arise. If selected for Design Policy, the responsibilities will be to assist with design-related research and policy trends within the US and overseas. In this capacity, assists reviews and monitors national (TRB, NCHRP, AASHTO, FHWA) and GDOT-sponsored research and national "best practices" for relevance and application to GDOT design practices. Serves as a subject matter expert for the Department including the review of engineering deliverables and advises on the application of policy to engineering decision making. Aids in implementation of new and existing policy. Specific responsibilities may include: Help prepare new and revise design policy for the GDOT Design Policy Manual. Help review design exceptions and variances, Provide coordination of design exception and variance documents, Support in research and instruction, Support related to litigation, Support implementation of new initiatives and policies, Support of special assignments from executive management, Support SME of engineering design, Assisting with management of GDOT's documents, including coordination with state and federal agencies. Update the Standard Distribution List, and Providing training related to design exceptions and variances or policy related items. MINIMUM QUALIFICATIONS The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications STATE ENTRY QUALIFICATIONS: Bachelor's degree in civil engineering or civil engineering technology from an ABET accredited college or university AND one year of related experience. AGENCY SPECIFIC QUALIFICATIONS: Demonstrated knowledge of highway/transportation engineering. Demonstrated knowledge of engineering standards and guidelines. Demonstrated experience in three or more of the following areas: geometric design, roadway drainage design, capacity analysis, pavement design, highway safety, roadside design, erosion sediment control, and MS4 (water quality). Demonstrated experience generating project plans using computer-aided drafting and/or design (CADD). Demonstrated experience in preparing calculations, quantities and cost estimates associated with highway/transportation projects. Demonstrated experience preparing clear, organized written engineering documentation and reports. Committed to providing quality customer service. Displays a high level of professional integrity and ethical conduct. AGENCY PREFERRED QUALIFICATIONS: Demonstrated ability to define and implement engineering solutions which address engineering deficiencies in transportation infrastructure. Demonstrated ability to organize work including balancing resources to manage conflicting deadlines in a manner that achieves all project goals. Demonstrated experience to work independently of direct supervision and guidance to design complete roadway construction projects. Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals. Demonstrated experience interacting management within the Department, with the public, local and state government officials. Demonstrated experience working and communicating with supervisors, local officials, engineering consultants, other Department of Transportation offices, Federal Highway Administration (FHWA) and the general public to meet their needs. Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department. Demonstrated knowledge of the organizational structure, policies, rules and regulations of the Georgia Department of Transportation. Possesses certification as an Engineer-in-Training.
