The position will also direct, manage, and supervise the operation of the Hibbing Drill Core Library, and the administrative and facility support units of the Hibbing office of the Division of Lands and Minerals. Responsibilities include, but are not limited to: + Establish goals, objectives, and priorities so that metallic and industrial minerals and lands are managed to meet public needs, minimize environmental impacts, and provide equitable income for the trust funds, taxing districts, and general revenue accounts. + Manage the Mine Engineering and Mineral Operations and Mineral Potential sections and the overall administration and facility support functions of the Hibbing Drill Core Library and Hibbing Lands & Minerals office to assure efficient operations within the established program goals and priorities. + Lead the Lands and Minerals Division Safety Team. + Participate and/or direct special projects, as required, in order to provide input and leadership in activities that affect mineral management. + Assist in obtaining and administering the funding and staff necessary to manage the state lands and minerals resource programs. + Assist in providing representation nationally and locally about state land and mineral resources that promotes their wise use and management for the benefit of the citizens. + Perform all job responsibilities in a manner that supports a healthy, safe, and productive and inclusive work environment for all employees. Minimum Qualifications + Licensed Professional Engineer in the State of Minnesota. + Five (5) years of managerial-level experience related to mining; or eight (8) years of mining-related supervisory experience sufficient to plan, organize, assign, direct and evaluate work; or ten (10) years of lead work experience overseeing some aspect of mining. + Five years (5) of mining engineering related experience in private industry. + Advanced knowledge and experience in the areas of geology, mineral engineering, mineral economics, administrative, and relative experience in the mining industry. Advanced knowledge of the taconite industry, and mineral markets. + Customer and human relation skills sufficient to work with a wide variety of individuals to achieve common objectives. + Strong administrative skills. + Conflict resolution skills sufficient to resolve disagreements. + Oral and written communication skills sufficient to communicate technical and non-technical information clearly, concisely, and effectively. + Knowledge of human resources policies, procedures, state statutes, and collective bargaining agreements. + Problem solving skills sufficient to define, understand, analyze, prioritize, and recommend solutions to complex problems related to operations, policy and program priorities. + Knowledge of safety management programs and safety management related to the mining industry sufficient to oversee safety of the division. + Ability to set long term and short term goals and objectives that equitably empower all employees, stakeholders, and the public. Preferred Qualifications + Licensed Professional Mining Engineer in the State of Minnesota. Physical Requirements Light Work - occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
