Job Description What You Will Be Doing The Alaska Division of Mining, Land & Water (DMLW) / Mining Section seeks a motivated, high-energy natural resource professional to join our dynamic team focused on the State of Alaska's program to manage mineral exploration and mining projects statewide. As a Permitting Team Leader and advanced level professional adjudicator, this position conducts critical work in the stewardship and management of state public lands and the regulatory oversight of mining operations on state, federal, municipal, and private lands. Mission and Culture The mission of the Division of Mining, Land and Water is to provide for the appropriate use and management of Alaska's state-owned land and water, aiming for maximum use consistent with the public interest. Core Responsibilities This position exercises independent judgment based upon in-depth knowledge of policies, regulations, statutes, resources, and surface and subsurface land management principles to: Perform technical reviews, adjudicate and process complex and controversial permit applications, amendments, and renewals for mining and exploration operations. Accurately maintain a complex administrative (casefile) record associated with exploration and mining operations, as well as the Statewide Reclamation Bond Pool. Conduct field inspections of mining operations, both by aerial overflights and on the ground to verify compliance with permit / reclamation plan requirements and determine appropriate enforcement strategies. Coordinate the interagency review process for the Multi-Agency Application for Permits to Mine in Alaska (APMA) program. Lead the work of lower-level natural resource specialists and technicians. The Working Environment You Can Expect The position is located at the DNR Northern Region Office in Fairbanks, which has a charming, wooded campus with great nearby amenities such as stores & restaurants. There is a great balance of office to field work. Due to the statewide scope of this position, remote field travel can be expected to be conducted in all regions of the state. Past inspection and stewardship trips have been as far-reaching as the Western Arctic, the Aleutians, Southeast Alaska, and areas reached from the Denali and Taylor Highways. Field travel will include flights in small fixed-wing aircraft, helicopters, boat, and ATV. Who We Are Looking For This position provides advanced professional expertise in the review, permitting, and compliance oversight of mineral exploration and mining operations statewide. The desired incumbent would possess Considerable knowledge of mining operations, mine reclamation, land use principles, applicable state and federal statutes and regulations, and interdisciplinary natural resource management. Working knowledge of prior judicial and administrative decisions that affect mining and state land management in Alaska. Skill in written and oral communication in order to communicate complex, technical information to technical and general audiences. Skill in resolving conflicts, diffusing hostile situations, and negotiating competing interests (occasionally to persuade others where no formal authority exists). Ability to locate, compile and analyze information, data, or facts from specialized or technical sources and complete in-depth reviews of proposed mining operations. Ability to manage a number of work projects simultaneously, while retaining the ability to lead and coordinate the work of team members. Minimum Qualifications Two years of journey level professional experience in natural resource management. The required experience includes work such as a Natural Resource Specialist 2, Forester 2, Geologist 2, Hydrologist 1, Agronomist 1, Land Survey Assistant 2, Recorder 4, or Environmental Specialist 2 with the State of Alaska or the equivalent with another employer. OR: A master's degree from an accredited college in a natural resource field (such as forestry, geology, agronomy, and hydrology), law, public administration, planning, economics, or a closely related field. Special Note: For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources of the state. Experience or education in natural resource management means involvement in the above resources exclusively. Those with experience or education in managing these resources may specialize in different management functions (for example planning, regulation, research or title). All of this experience is applicable to the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
