What You Will Be Doing The Alaska Division of Mining, Land & Water (DMLW) / Mining Section seeks a motivated, high energy natural resource professional to join our dynamic team focused on the State of Alaska's program to manage mineral exploration and placer mining projects located in Northern Region, with a duty station in Fairbank. As a journey level permitting professional adjudicator, this newly created position conducts critical work in the stewardship and management of state public lands and the regulatory oversight of mining operations on state, federal, municipal, and private lands. Mission and Culture The mission of the Division of Mining, Land and Water is to provide for the appropriate use and management of Alaska's state-owned land and water, aiming for maximum use consistent with the public interest. Core Responsibilities This position exercises independent judgment based upon in-depth knowledge of policies, regulations, statutes, resources, and surface and subsurface land management principles to: Perform technical review, adjudicate and process complex and controversial permit applications, amendments, and renewals for mining and exploration operations. Accurately maintain a complex administrative (casefile) record associated with exploration and mining operations, as well as the Statewide Reclamation Bond Pool. Conduct field inspections of mining operations, both by aerial overflights and on the ground to verify compliance with permit / reclamation plan requirements and determine appropriate enforcement strategies. Assist supervisors with coordinating the interagency review process for the Multi Agency Application for Permits to Mine in Alaska (APMA) program. The Working Environment You Can Expect This position is located at the DNR Northern Region Office, which has a charming, wooded campus with great nearby amenities. There is a good balance of office to field work. While primarily assigned to permit and inspect mining operations north of the Alaska Range and in Western Alaska, the statewide scope of the overall permitting program means remote field travel can be expected to be conducted in all regions of the state. Past inspection and stewardship trips have been as far reaching as the Western Arctic / Seward Peninsula, the Aleutians, Southeast Alaska, and areas reached from the Denali and Taylor Highways. Field travel will include flights in small, fixed wing aircraft, helicopters, boat, and ATV. Who We Are Looking For Position provides journey level professional expertise in the review, permitting, and compliance oversight of mineral exploration and mining operations. The desired incumbent would possess: Working knowledge of mining operations, mine reclamation, land use principles, applicable state and federal statutes and regulations, and interdisciplinary natural resource management. Working knowledge of research techniques and writing protocols, project management, and public review processes. Basic skills in the use of standard computer operating systems and software. Ability to interpret statutes, regulations, and policies to issue a variety of permits. Ability to communicate effectively orally and in writing, including making presentations. A bachelor's degree from an accredited college in a natural resource field (such as forestry, geology, agronomy, and hydrology), public administration, planning, economics, cartography, or a closely related field. OR: Two years of entry level professional experience in natural resource management. The required experience includes work such as a Natural Resource Specialist 1, Forester 1, Park Ranger 1, Geologist 1, Hydrologist 1, Agronomist 1, Historian 1, Archaeologist 1, Environmental Specialist 1, Recorder 3, Cartographer 1, or Planner 1 with the State of Alaska or the equivalent with another employer. OR One year of graduate study from an accredited institution (24 semester hours or 36 quarter hours of graduate level coursework equals one year) in a natural resource field (such as forestry, geology, agronomy, and hydrology), law, planning or public administration or a closely related field. Special Note: For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources. Experience or education in natural resource management means involvement in the above resources exclusively. Those with experience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience is applicable to the natural resource management definition.
