Company : Black & Veatch Corporation Req Id : 89381 Opportunity Type : Staff Relocation eligible : No Full time/Part time : Full-Time Project Only Hire : No Visa Sponsorship Available: No Job Summary The Associate Air Sciences Specialist position is an experienced-level role with our Environmental team for a qualified professional, preferably located in California, with a desire to lead and prepare air permit applications, air impact assessments, and greenhouse gas (GHG)/carbon accounting analyses in support of a wide array of markets and projects for a global infrastructure consulting and engineering company. Our multidisciplinary Environmental team includes ecologists, engineers, scientists, project managers, and attorneys working together to identify optimum environmental solutions for our clients. We have provided environmental consulting services in support of projects for over 40 years including a diverse and growing mix of facilities such as power generation and transmission, oil & gas pipelines and ocean terminals, water and wastewater treatment facilities, all forms of renewable and distributed energy including solar, wind, wave, geothermal, hydroelectric, and battery storage and a growing decarbonization practice. As a full-service environmental consulting practice, services include impact assessment and planning, permitting and regulatory compliance, wetland and floodplain analysis, waterbody and water quality assessment, air quality permitting and management, environmental noise assessment, pollution prevention planning, National Environmental Protection Act (NEPA) documentation, Federal Energy Regulatory Commission (FERC) documentation, International Financing Act documentation, and sustainability consulting services. The Associate Air Sciences Specialist position provides an exciting opportunity to join B&V's Environmental team. Key Responsibilities Our Air Sciences Specialists lead and support permitting associated with facility development, construction, and operation and support clients' sustainability efforts including GHG analysis and carbon accounting, including life cycle analysis, carbon intensity, and GHG reporting. They operate both independently and as part of a team in providing critical support to our clients in environmental compliance planning, environmental permitting, due diligence, and environmental review services. They perform in both a technical role executing projects as well as a client-focused role fostering relationships with clients and promoting environmental services offerings. They prepare permit applications including both air construction and operation (e.g., Title V) permits, review power plant/industrial process modifications and air pollution control technologies associated with New Source Air Sciences Specialists determine regulatory applicability, prepare permit applications, including both air construction and operation (e.g., Title V) permits, review power plant/industrial process modifications and air pollution control technologies associated with New Source Review (NSR) including both Prevention of Significant Deterioration (PSD) and Nonattainment NSR Air Construction Permits & prepare air emission estimations. Additionally, they prepare greenhouse gas (GHG) emission estimates & carbon accounting analyses in support of baseline inventories, life cycle assessments, and regulatory and/or voluntary reporting. They have experience with and/or credentials for GHG accounting and reporting protocols and methodologies. They are familiar with domestic and international consulting, permitting, licensing, and environmental quality review processes for power generation projects, (including fossil fuel projects and renewable energy projects) industrial projects, data centers, water and wastewater treatment facilities, and oil & gas projects. They identify and interpret the statutes and regulations affecting the siting, design, construction, and operation of projects, coordinate with regulatory agencies and environmental consultants, and prepare site certification applications, permit applications, and environmental reports. Management Responsibilities Individual Contributor Preferred Qualifications • Bachelor's degree in atmospheric science, meteorology, environmental engineering or sciences strongly preferred. May also consider other degrees, specialized training, or experience that uniquely qualifies the individual to perform the job responsibilities. • Proven success providing strategic environmental consulting for power generation clients, oil & gas clients, water and wastewater treatment clients, municipalities, and/or industrial clients. • 3 years of solutions-oriented environmental and/or sustainability consulting. Graduate work may count as related work experience if directly applicable to job function. • California Experience is Preferred. • Demonstrated experience with regulatory-approved air emissions modeling software (AERMOD) and Title III risk management planning. • Strong working knowledge of GHG Protocols and Reporting methods including GHG Protocol, API Methodology, GHG registry reporting, CDP, and/or ESG and Sustainability Reporting. • Demonstrated experience with GHG/carbon accounting and reporting models and tools such as LCA models (e.g., SimaPro), GREET, EPA Efficient Producer Calculation Tools, European Model, and PowerBI. • Understanding of state and federal renewable fuel/low carbon fuel standards and compliance functions. Examples include: o Federal Renewable Fuel Standard o Low Carbon Fuel Standard (LCFS) o Oregon Clean Fuels Program (CFP) o California Greenhouse Gas Inventory • Positive, team-first, 'get the job done' attitude. • Highly-developed critical thinking skills with proven problem-solving capabilities. • Excellent verbal and written communication skills with ability to balance multiple projects while working under tight deadlines. • Strong technical writing abilities. Minimum Qualifications A minimum total of 3 years of related work experience is typically necessary to move into this level. Graduate work may count as related work experience if directly applicable to job function.
