The Health and Safety Manager role is responsible for ensuring VLS Environmental Solutions Health and Safety policies and procedures are effectively implemented in the field. The successful candidate will contribute to the success of VLS Environmental Solutions by providing a strong, positive field presence that represents a visible example of our EHS culture. This position reports to the Director of Health and Safety and supports our Victoria, Texas Rail division location. This is an excellent position with a rapidly growing environmental services company.


Responsibilities of the Position

  • Effectively work with Plant Managers / Operations Managers to ensure that all work practices are compliant with all regulatory (OSHA) and VLS Environmental Solutions requirements.
  • Participate in customer audits as well as government agency inspections.
  • Conduct new hire safety orientations for new employees.
  • Effectively communicate changes to site procedures and policies to impacted parties.
  • Conduct annual OSHA regulatory safety training to all employees.
  • Develop OSHA health and safety site plans.
  • Perform quarterly site health and safety inspections.
  • Perform personal protective equipment hazard assessments to determine the proper PPE for job tasks.
  • Manage all injuries to determine care for injured employees, ensure occupational health clinics are providing proper care from an occupational perspective.
  • Manage site incident reporting and incident investigations.
  • Manage ecompliance EHS management system for the site, this includes incident reporting, incident investigation, and assigning computer-based safety training to employees.
  • Conduct annual hazardous chemical inventory to ensure all chemicals used on site are identified.
  • Conduct annual confined space inventory to ensure al confined spaces are identified.
  • Review confined space job hazard analysis documentation to ensure all spaces are safe for entry.
  • Ensure all employees both current and new are receiving pulmonary function test and respiratory protection fit test to perform work task that require respiratory protection.
  • Develop and implement site health and safety programs and policies.
  • Implement site safety committees.


Basic Qualifications (required):

  • Bachelors of Science degree in Chemistry, Bioenvironmental Science, Environmental Engineering, or other engineering/science discipline;
  • Five to Seven years' experience in the health and safety field, with a particular emphasis in the areas of confined space entry.
  • Ability to successfully complete pre-employment drug & alcohol screen, pre-employment physical examination, and background check upon receiving an offer of employment.
  • While performing the duties of this job, the successful candidate must be able to stand, walk, sit, ascend/descend stairs, reach with hands and arms, climb or balance, stoop, kneel, crouch, talk and/or hear.
  • Must be able to complete tasks both indoors and outdoors in all types of weather conditions.
  • Basic knowledge of applicable OSHA rules and regulations.
  • Must be able to successfully and simultaneously manage multiple tasks, often under short or changing deadlines, in a diverse and fast paced environment.
  • Ability to work independently to prioritize and manage workload while providing timely turnaround on tasks.
  • Ability to interact with regulatory agencies and peers with self-confidence, poise, and professionalism;

Preferred Qualifications:

  • Completion of OSHA 30-hour general industry or construction industry course;
