Description of Job About the Work Unit CDOT's Division of Transportation Development (DTD), Information Management Branch-Mobility Analysis Section (MAS) Section MSP1 is primarily responsible for the development, implementation and maintenance of mobility analysis processes from a multi-modal perspective. The Unit develops and supports travel demand modeling tools, including CDOT's Statewide Travel Model, and is responsible for some mobility/congestion performance measures and analysis used by CDOT for planning and resource allocation purposes. The unit also develops, operates and maintains air pollutant emissions models (e.g., EPA's Motor Vehicle Emissions Simulator (MOVES)), and provides results and analysis of such models in support of projects and planning. About the Position As the greenhouse gas MSP2 (GHG) Program Modeler (Analyst IV), this position will provide air pollutant emissions support to partners across the Department, in the context of project planning, transportation planning, emissions reduction rules and plans (such as greenhouse gas emissions), etc. Specifically, this position will serve as CDOT's leader in air emissions modeling, having the leading responsibility of developing, maintaining and running the MOVES model for the Department's work to comply with the GHG Planning Rule as well as to support project specific analysis. This position will provide technical leadership, working with other CDOT branches, divisions, and regions, as well as with outside agencies and committees, to assist in the collection of information and analysis of data and ideas, leading to a collaborative, science-rich and performance-driven direction for the department on reduction of air pollutant emissions such as greenhouse gases. Your duties and responsibilities will include, but are not limited to, the following: + Works with planning, management and policy staff in formulating and evaluating plans to reduce air pollutant emissions such as greenhouse gases, educating the public on this issue, and preparing reports and regulatory documents on program activities and objectives; + Use Environmental Protection Agency air models, including the MOVES model, to do test runs and determine compliance with state and federal GHG rules and regulations; + Provide technical leadership in conversations with internal and outside agencies and stakeholders, including other state DOTs and the Federal Highway Administration; + Access data and GHG tracking calculation methods, emission factor calculations, GHG calculation tools; and to present and discuss the effects of GHG emission reduction strategies; + Research and present recommendations for emissions reporting and tracking as well as emission reduction strategies, to inform decision-making by CDOT and partner agency management as they develop GHG emissions reduction goals; + Provide technical expertise in the development of CDOT plans and policies to achieve these objectives; + Participate in evaluating and supporting GHG emission calculation methodologies, such as FHWA's Infrastructure Carbon Estimator (ICE) and other emissions models (GREET, AFLEET, etc.); + Participate in relevant action plans and studies initiated internally or by partner agencies and groups; + Research and summarize demographic, economic, and technological trends to inform planning efforts and recommend actions based on the analysis. + Evaluate other methods for calculating GHG emissions on a project level (e.g., past methods, other DOT methods, etc.). + Lead research of emissions reduction measures and targets employed at the federal and state levels and provide guidance concerning them to CDOT staff and management as part of CDOT's on-going effort to reduce air pollutant emissions; + Collects, analyzes, and formats air quality and emissions related data using calculus-based mathematical and statistical methods; + Employs established and emerging theoretical methods to current practical problems in emissions analysis; implements solutions using necessary and available software tools; reports and/or applies results either as a final product or as inputs in the solution of other problems. + Retrieves, analyzes, and integrates geospatial data and air quality data into emission estimation and processing/modeling systems. + Use relational database management systems such as MySQL and Microsoft SQL-Server to develop, store and maintain emission inventories; use GIS to spatially distribute, visually display, and perform quality assurance on emission inventories; + Other job duties as assigned. Work Environment: + Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. You may work a hybrid schedule with a combination of in-office and remote work + Occasional overnight travel may be required for meetings, training, and conferences. + Required to operate CDOT vehicles Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications A Bachelor's degree from an accredited college or university in biology, natural resources, environmental science, geology, environmental engineering, or another field of study closely related to the main job duties AND at least three years of full-time professional work experience with air emissions with a primary focus on greenhouse gas emissions. Substitution Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the required Bachelor's degree. A Master's or Doctorate degree in one of the fields of study listed above will substitute for the undergraduate degree and 1 year of the work experience.
