Franklin Township Sewerage Authority

The Franklin Township Sewerage Authority is seeking a qualified candidate to fill a foreman position at their facility located at 70 commerce drive in somerset. The position will report to the operations manager. The qualified candidate shall be included all activities required to operate and maintain the existing facilities. Additionally, this position may review, upon the request of the executive director or designee, capital projects, which involves (but not limited to) project meetings, design, plan review documents, engineering documents, oversight of construction work, and interfacing with contractors and vendors (at the direction of the executive director or operations manager). The foreman s main responsibilities shall be to oversee employees in the operation and maintenance of the system in a manner which protects the public health and the environment, which is the main goal of the authority and is supported by all other activities. This position requires an NJ c3 or higher collections system license and a commercial driver s license (CDL), both of which must be current. The foreman should have, at a minimum, extensive hands-on experience maintaining and operating sewer pump stations, performing cctv line inspections, operating sewer cleaning equipment & monitoring of odor and corrosion control systems. The foreman position is a non-union position within the management structured hierarchy and shall not be subject to or eligible for overtime pay under any circumstances. Responsibilities and Authorities

In addition to all the responsibilities set of a Maintenance Technician II, the responsibilities shall also include all set forth in this job description and may be amended by the Executive Director or designee at any time when necessary.

The Foreman will, as directed by the Operations Manager, move from activity to activity to ensure that work assigned by the Operations Manager is progressing smoothly and efficiently. Within the limits of the approved program and Authority policies and control procedures, the Foreman is responsible for and has commensurate authority to accomplish the fulfillment of the duties set forth below. The Foreman shall meet formally each week with the Operations Manager to report the accomplishments of the previous week and to discuss the approaching two (2)-week period.

The Foreman will be the licensed individual responsible and available during the Operation Manager s unavailability (C3 or higher) and/or when assigned by the Executive Director or Operations Manager.

The Foreman position shall be responsible for any other area, as directed by the Executive Director or designee, which will benefit the Authority and which may be directly or indirectly associated with the operation of the Authority. The Foreman will participate in all leadership development education, seminars, courses, or conventions as directed by or approved by the Executive Director (at the cost of the Authority).

Operations, Maintenance and Observation Activities

Within the responsibility delegated to the Foreman, the Foreman will inspect and direct the activities of the sewer maintenance workers to ensure they efficiently and properly complete those tasks assigned by the Operations Manager or designee. The Foreman will assist the Operations Manager daily and will maintain effective communications with the Operations Manager throughout the workday (or non-workday if necessary) to assure valuable information is received and in a timely manner.

The Foreman is responsible to alternate with the Operations Manager, on an as directed basis, as to receiving the after-hour call ins by our MISSION Scada System, address calls from the public with concerns, complaints, and any Utility Locates requests. This position will include off-hour duties, which may also require onsite presence or remote connectivity by the Foreman.

Scope of Supervision

Recommend the number and types of positions required to properly staff the activities needed to complete the task, project and/or work order.

Supervise assigned staff directly and indirectly during work activities, give corrective and developmental advice to the staff to further benefit the collection system.

Promote, practice and supervise all safety standards and compliance requirements published by and/or adopted by the Authority.

Perform written reviews annually of all employees assigned under the scope of the Foreman or, at other times, more frequently when directed to do so by the Executive Director or designee.

Make recommendations as needed (or when directed), which may include, but not limited to, Development Opportunities, Safety, Education, Training, Promotion and Disciplinary Actions.

Relationships

The Foreman will observe the following relationships:

Executive Director

The Operations Manager reports to the Executive Director and is delegated that authority in the absence of the Executive Director.

Operations Manager

The Foremen reports directly to the Operations Manager. The Foreman reports to, receives assignments from and is accountable to the Operations Manager for the fulfillment of job functions, responsibilities, authority to proceed, relationships and their proper interpretation, unless otherwise directed by the Executive Director.

Relieve the Operations Manager of administrative detail as directed by the Operations Manager.

Presents issues, problems, situations, and emergencies (which may or may not require additional authority to proceed) to the Operations Manager. Additionally, the Foreman will also present proposed solutions, plan of action or method(s) to best address the issue or task presented.

Administrative Manager / Chief Human Resources Office

Foreman shall work with the Administrative Manager / Chief Human Resources Officer and assist with the furnishing of payroll, billing, and other routine administrative information in the absence of the Operations Manager or as directed by the Executive Director.

Government

The Foreman will not have any direct responsibilities relative to other government agencies unless specifically directed by the Executive Director or designee.

Public

The Foreman will maintain proper decorum, image, and communication with the public at all times. Additionally, the Foreman will be assigned special tasks that will be public facing, interacting with, and/or interact directly with members of the public on an as-needed basis while fulfilling the functions of Foreman.

Public relations is a process that this is managed on a continuous basis by the Authority and its staff. Relative to this process, the Foreman will present problems, both actual or anticipated, to the attention of the Operations Manager for review and direction.

Communication with and/or releasing of information to the news media and/or the public shall only occur if previously approved by the Executive Director.
