Job Overview
This well-known organization is a jointly administered union construction and training program in Southwest, accredited by the International Accreditation Service ("IAS") pursuant to the IAS Accreditation Criteria for Training Agencies for Work Force Qualification Programs. This organization offers classroom and hands on training to almost 30,000 Laborer Journeypersons and Apprentices in the Southwest with over 1,200 construction contractors participating and contributing under their collective bargaining agreements, with almost an equal number of contractors participating and contributing under Project Labor Agreements and Apprentice Subscription Agreements.
In an effort to meet growing demands, the curriculum contains over 100 courses in the skills needed by Laborer Journeyworkers and Apprentices for success as a Laborer in the construction industry, with the curriculum evolving to address technological advancements and other changes in the industry. Classroom and hands on training courses are conducted by credentialed vocational instructors at the main campus as well as 10 satellite locations throughout Southern California, and soon in Arizona.
The Position
The Executive Director serves as the Chief Executive Officer of the programs and maintains responsibility for oversight and coordination of all operations, including a team of managers who handle the day-to-day operations under the Executive Director's direction. The Executive Director reports directly to the Trustees.
The Executive Director should have experience in management and logistics of a large business operation, preferably with knowledge of the construction industry. Prior experience in apprenticeship or vocational education is a plus. The Executive Director must develop and manage a business plan for producing skilled and trained Laborer Journeyworkers and Apprentices to meet the needs of the construction industry. The successful candidate must be able to perform the following essential duties the position, including, but not limited to, the following.
Implementation of the Board of Trustees' goals and directives, and effective communication with the Board and its Co-Chairs.
Management of approximately 85 employees with an annual budget of over $20 million.
Management of the organization's online presence, including extensive online teaching.
Oversight of the development of curriculum to meet the needs of the construction industry and address technological changes.
Oversight of all logistics involved in the operation of operation a primary campus and 10 satellite training sites.
Interaction with governmental officials charged with oversight of apprenticeship programs, including the California Division of Apprenticeship Standards and the U.S Department of Labor, and compliance with all applicable state and federal regulations governing apprenticeship programs.
Ensuring the continuation of accreditation by IAS.
Attendance, reports, and presentations at Trust meetings, Joint Apprenticeship Committee meetings, and other stakeholder meetings.
Publication of a newsletter and other relevant notices and communications to the industry.
Oversight of a human resources manager who handles all employee relations with staff.
Interaction and coordination with the professionals and providers retained by the organization, including third party administrators, attorneys, accountants and auditors, local educational agencies, and outside vendors of services and materials.
Working with the Union and contractors to keep abreast and respond to training needs, technological changes, and other demands for skilled and trained Laborers.
Performing other duties as assigned by the Board of Trustees and as necessary to fulfill the mission and vision of the organization.
The Successful Candidate
The Executive Director is a competent professional, possessing the knowledge, skills, and abilities necessary for fulfilling the duties and responsibilities of the role in a fast-paced environment, continuously implementing and evaluating practices and policies, and making necessary recommendations to the Trustees for changes to the organization's operational design and policies. These competencies include, but are not limited to, the following.
Bachelor's degree, in business, finance, or related field.
Master's degree preferred.
Experience in the construction industry or educational field is preferable, and direct experience with apprenticeship programs preferred.
Strong management experience.
Strong management and analytical skills.
Excellent problem solving capabilities.
Proven leadership experience with responsibility for a large staff and budget.
Knowledge of the general responsibilities of a labor-management Training Trust Fund.
Strong interpersonal and communications skills, with the ability to work and coordinate with employees, managers, Trustees, and other professionals retained by the Trusts.
Knowledge of information technology necessary to perform the mission of the Training School.
Knowledge of the principles of continuous quality improvement.
Track record of success in fast-paced, high-accountability environments.

Proficiency with MS Office applications and web programs used for gathering, analyzing, and reporting data.
