Job Overview

Responsibilities

  • Manage all aspects of the engineering organization and ensure organization is incompliance with all applicable regulations.
  • Oversee the effective management of projects including reviewing scope, budget and schedule.
  • Ensure the effective management and coordination of multiple project management teams to provide safe, quality work that meets the client's scope, schedule and budget.
  • Develop and maintain organization policy and procedures.
  • Create and maintain relationships with project managers both within the department and across the organization to determine organizational capacity and resource allocation needs, ensure responsive, cost effective and quality delivery of services and partner with them to help assist in the promotion of engineering opportunities to their clients.
  • Ensure effective training and development of staff to develop both technical and project management skills.
  • Effectively budget for organizational needs, which includes accurate estimates, the ability to manage projects on budget and to project future needs.
  • Promote awareness of Keystone within Industry and build network to create external business development opportunities (estimate 10% of revenue growth from direct sales), hiring and retention opportunities and the ability to enhance organization's reputation in the region.
  • Support business and relationship development activities.
  • Ensuring that contracted work scope for the project is complete.
  • Assist in preparation of project execution strategy and review progress as drawings and specifications are developed and prior to issue for permit and construction.
  • Monitor changes in scope/schedule and work with Division Leads to secure Change Orders, as required.
  • Develop, review, and approve all project management documents including scope development, project costs and schedules, and internal/external communications.
  • Develop proposals, project specification/scopes and negotiate final contracts.
  • Monitor project costs and quality to ensure the profitability and technical performance of the project and develop innovative actions to correct variances to scope, budget and/or schedule.
  • Anticipate, recognize, and identify key project issues/problems and establish objectives and priorities in solving them; determine solutions and direct their implementation.
  • Collaborate with internal groups on safety and contract/liability topics.
  • Prepare periodic reports for the client to track cost, schedule, and quality performance.
  • Issue regular invoices for contracted work and services payment and follow up on past due invoices.
  • Mentor and train less experienced staff, ensuring utilization.
  • Provide departmental updates, departmental needs, and business growth recommendations to the executives.
  • Willing to go on site to monitor construction activities or answer questions as they come up.
  • Willing to directly work with various clients to solve their engineering related concerns.


Qualifications

  • Bachelor of Science Degree in an related engineering field (Civil, Environmental, etc.)
  • Minimum 10 years of project management experience.
  • Minimum 5 years managing a portfolio of projects.
  • Professional Engineering Licenses required.
  • AutoCAD & Civil 3D experience required.
  • Up-to-date permitting knowledge at the local, county, state and federal levels.
  • Familiarity researching regulations, zoning requirements, and/or ordinances.
  • First hand knowledge of SWPPP's, ESCGP, NPDES, and other related construction permits.
  • Virginia SWM plan reviewer certification is preferred.
  • Virginia Dual Combined Administrative is preferred.
  • HEC-RAS experienced is preferred.
