SUMMARY: Directs and coordinates activities of the E&I groups of the plant, ensuring compliance with corporate, facility and regulatory policies and procedures. This position ensures that work is properly planned and safely executed in a timely manner for sustainable plant reliability. Works on rotating on-call schedule to provide higher-level decisions and expertise.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Prepares project scope of work to be performed, including materials procurement, contractor selection, bid packages, scheduling contractors, etc.
Schedules staffing to perform assigned tasks.
Inspects plant equipment, buildings, structures and grounds, and reviews service requests from other departments for workers to perform work to plan labor pool utilization and establish priorities, projects and schedules.
Confers with craft personnel on status of on-going projects and number of workers required to determine allocation and assignment of human resources in labor pool.
Assigns job priorities to assigned personnel for performance of work requested, completion of on-going projects, considering such factors as priority of project or work, type of work, and available human resources in labor pool.
Inspects projects to ensure work performed meets standards and that workers are observing established safety rules and regulations for type of work being performed.
Reassigns job priorities to meet unforeseen emergencies or work requests.
Prepares activity reports on utilization of labor pool human resources, status of projects, and workers assigned work with other departments.
Reads, interprets and utilizes stores catalog and equipment manuals for technical clarification and requisitioning of parts and material.
Operates computer to access Maintenance Management program for equipment history and work order review, both corrective and preventive.
Works with Maintenance Manager and Maintenance Planners to develop and maintain, daily, weekly, and monthly work schedules for planned work, while supporting emergent needs of the facility.
While on call makes decisions as necessary outside of normal working hours to support plant production.
Keeps the Maintenance Manager informed of any changes to posted schedules or failures that are Safety, Environmental, or Production related.
Provides input to Maintenance Manager for budgeting and long-term planning.
Ensures preventive and planned maintenance are kept up-to-date to conform to the desired running times and to optimize effective machinery uptime and planned downtime.
Assigns tasks to subordinates to be completed each day.
Monitors both quality and quantity of work performed daily.
Meets with Maintenance Manager to discuss daily activities, plant conditions, work scheduled for start and completion, and planning/scheduling for future maintenance activities.
Oversee employee training including internal/external training.
Leads, or participates in, RCAs to improve equipment reliability and identify failure methods.
Reviews and approves work orders; part orders and maintains equipment spare parts inventory.
Monitors work order completion to ensure accuracy of work documentation.
Monitors effectiveness of preventative maintenance program; checks PM's for proper completion and adding extra work for improved quality.
Serves as safety facilitator.
Provide direct oversight for the Work Week Management Program to include KPI reviews, Work Package Development, and PM/PdM optimization.
Create a culture of continuous improvement to maximize profits by improving reliability, optimizing production, and decreasing operating costs.
Position Requirements
A minimum of 5 years EfW Plant or Coal Power Plant experience.
A minimum of two years prior supervisory experience with greater than four years highly desired.
Proficient with using CMMS for Work Management planning and execution.
A minimum of two years' experience in planning and executing Major Outages, Forced Outages, and projects.
Proficiency with the usage of Work Week Management KPI's to improve equipment reliability.
Proficiency with Root Cause Analysis to improve equipment/system reliability.
SUPERVISORY RESPONSIBILITIES: Supervises 9 craft workers of varying skill levels. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION and/or EXPERIENCE: Technical training, or proven experience in power generating equipment and material handling; two to four years related experience in similar setting.
