About the Role:
As part of the Kerry's Place Autism Services management team, the Director of Property Development is responsible for: capital asset management (owned and leased properties), strategic analysis of properties in support of Kerry Place's Housing Strategy, engaging with external groups (e.g., developers, builders, government) to further the interests, expand the capital portfolio, and enhance the vision and mission of Kerry's Place.
RESPONSIBILITIES:
General
- Through actions, supports the Mission, Vision, Values and Strategic Plan of Kerry's Place
- Review and adhere to all Policies and Procedures, including: Finance & Administration; Services & Supports; Human Resources; Health & Safety, and all others
- Adheres to Director responsibilities for Health & Safety as defined by the Occupational Health and Safety Act (OHSA) and other applicable regulations
- Serve as the point of contact on real estate matters, and collaborates with both internal and external stakeholders to support the housing needs of the organization
- Support the establishment and development of the housing strategy and relevant initiatives
- Other duties as assigned
Resource Management
- Engage and build relationships internally to better understand the housing needs of supported individuals
- Collaborate with the Finance Department and legal counsel as applicable regarding documents including housing contracts/lease agreements
- Liaise with the Facilities and Asset Manager to maintain database/files/information regarding the housing portfolio (both owned and leased properties)
- Present at municipal planning councils regarding issues pertaining to by-laws, to determine insurance coverage, prepare request for proposals (RFPs), and work with real estate agents in acquisition of properties
Planning and Development
- Responsible for overseeing the acquisition or divestment of housing assets, working closely with Kerry's Place Residential Services regarding procurement processes
- Gathers and defines requirements from Kerry's Place supported living staff for housing acquisitions and major renovations, and works with Kerry's Place Residential Services and the Finance Department on potential purchases
- Performs strategic analysis of properties considering financial indicators, market analysis and long-term planning
- Supports renovation budgeting, including re-forecasting allocations as necessary
- Participates in annual building inspections as necessary, including determining the status of renovations required
- Explores opportunities and builds relationships with property developers to further the Housing Strategy at Kerry's Place, including the exploration of innovative housing models, and potential redevelopment of properties
- Manages engagements for professional services including utilizing internal tender processes and bid analyses, preparing contract documents, and monitoring performance in partnership with the Finance Department and legal advice as per organizational processes and procedures
Quality Assurance Measures
- Monitors and evaluates budgets; tracks and reconciles expenditures to ensure fiscal accountability within departmental jurisdiction
- Seeks ways to gain efficiencies through activities such as recommending and implementing best practices for space utilization, collaborating with external teams to implement sustainable practices and improvement initiatives in supported living residences
- Seeks ongoing education within areas of responsibility, and is able to monitor trends, best practices, and other opportunities to enhance, monitor and measure the success of the housing strategy
- Apply a continuous improvement approach to processes and reports to provide insights into Kerry's Place operations, opportunities and challenges as related to the housing strategy
- Adheres to the Broader Public Sector (BPS) Procurement Guidelines and Directives
POSITION REQUIREMENTS:
Education
- Bachelor's Degree in Business, Engineering, Architecture or Construction related discipline
Knowledge and Experience
- 5 years of experience in leading a commercial and/or residential real estate portfolio
- Knowledge and experience in the Ontario Building Code, and resolving zoning and compliance regulations
- Financial record keeping experience and knowledge of budgeting is an asset
- French language is an asset
Working Conditions/Physical Requirements
- Position requires flexible hours including occasional evenings and weekends
- A personal vehicle is required for frequent business travel, as well as a valid G2 license, and proof of third party liability insurance coverage
