Job Overview
Air Products and Chemicals, Inc., a Fortune 500 manufacturer of industrial gases, has an immediate opening for a Core Plants Manager of Construction Management.
The Core Plants Manager of Construction Management (MOC) is responsible for integration of Global Construction Work Process into the assigned region and provides the interface between Project Execution and Global Construction Management. MOC primary responsibilities are to the implementation of the Global Construction Work Process, ensure constructability is performed, and support contracting strategies and methods.
Primary Responsibilities
Project Execution Support
The MOC participates or assigns a qualified CM to an opportunity or to an authorized project.
The MOC shall work with other regional leaders, project managers, and HR Partners to ensure Construction Management Work Processes are integrated and have an active recruiting, and retention plan for qualified and competent CM.
The MOC, in conjunction with project manager/director and contract managers, assist with scope definition, bid WBS break down and schedule, participate in contract, and commercial terms & conditions negotiations.
The MOC shall bring expertise to the team to influence the most effective execution approach. Including but not limited to Construction Execution Plans 9CEP), Advance Work Packaging (AWP), Modularization, Procedures, and Technology. The MOC shall ensure Construction Management best practices are applied and procedures implemented across all projects leveraging global experiences and lesson learned.
The MOC shall ensure Construction Management Work Process and tools are applied in a flexible and commensurate manner based on the type, size, and complexity of projects, i.e., self-performed CM duties on Standard Plant type projects.
Support the bid phase of projects
Review the project scope and incorporate measures needed for a safe project execution.
Incorporating constructability into the engineering and design execution strategies (including package breaks, modularization options, etc.).
Support procurement process: help define contract strategy, support development of labor strategy, assist in defining who should be included on the contractor's bid list.
Review all bid specification packages and work closely with the project execution team to incorporate changes to the specific scope of work for a contract and ensure the correct standards are include in construction package. Receive input from the field representative if assigned at time of review.
Work closely with project execution team to develop the site staffing
Support the field team: assist the field representatives on contractual issues arising in the field, ensure that issues such as schedule delay, potential claims, authority issues, industrial relations issues, etc., are reported to construction engineering and project execution management in a timely fashion
People, Staffing
The MOC is responsible for training and coaching, as well as career development for CMs.
The MOC will work with the region Project Execution leadership and Americas Director of Construction in strategic placement of CM staff for both professional development and to ensure high caliber delivery staff are assigned to key projects.
The MOC will be responsible to ensure within and cross regions collaboration is taking palace, always looking for opportunities to utilize resources from regions providing high value/low cost services.
Project Performance
The MOC will work closely with the Manager of Project Management and induvial Project Managers/Directors to develop and ensure proper set up of the project is in accordance with the Project Management processes and induvial Project Execution Plans.
The MOC shall work with the Project Managers/Directors, Region Safety, and Quality lead managers to align on project roles and responsibilities.
The MOC will ensure Construction Readiness Reviews (CRR) are conducted at appropriate times.
The MOC shall participate in Project Gate Reviews, specifically the Pre-Mobilization Gate review, to ensure the Construction Work Process is being implemented per the approved Project Execution Plan.
The MOC ensures appropriate technology is utilized on the project, through specific coordination with the regional Project Management and Project Controls discipline managers.
The MOC will be accountable for projects construction performance. Including safety, quality, progress, cost, and completions.
Primary focus of keeping personnel on Air Products and Customer sites safe by continuously striving to be the Leader in Site Safety in areas of behavior, best practices, standards, training, and all activities that drive safe construction of process plants
Developing site staffing strategies to promote knowledge transfer and flexibility, addressing competency gaps
The position requires at a minimum:
15 years of construction management experience
Experience in Oil & Gas industries
Experience in construction activities in both, support, and direct field experience
Demonstrated leadership and interpersonal skills, project management is a plus
Record of success in safety, environmental, quality and employee involvement
Strong commitment to employee involvement, leadership, team building and diversity
4-year engineering or technical degree is required
