Job Overview

The Massachusetts Department of Public Utilities ("Department") is the designated state safety oversight agency for the natural gas and steam companies in Massachusetts. The Pipeline Engineering and Safety Division ("Division") holds a Certificate of authority for the transportation of natural gas and steam in Massachusetts. The Department of Public Utilities seeks applicants for the position of Compliance Officer II. A cover letter and resume must be submitted as part of the application process and attached "as relevant" to the requisition. The Compliance Officer II monitors for compliance purposes services and functions required by Department rules, regulations and orders; rules, and regulations governing gas, electric and water meter inspections; conduct investigations and inspections on such matters as accidents, equipment failures, and other safety violations; prepare recommendations for corrective action; performs related duties as required. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES Monitors the gas meter exchange program by examining and testing gas meters at operator test facilities, located throughout the state, by operating meter provers provided by the operators and by following the procedures established by the Department to ensure that the gas meters are accurate to meet G.L. c. 164, sec. 103. Inspects gas companies' meter records and gas meters in use by performing field investigations as assigned to ensure compliance with pertinent statutes and rules and regulations adopted by the Department. Reviews complaints, reports documents and pertinent information received from the general public and Pipeline personnel concerning alleged violations of the Dig Safe Laws and regulations in order to determine appropriateness of the complaint so that appropriate action can be taken. Reviews complaints, reports documents and pertinent information received from the general public and DPU personnel by determining the accuracy of gas meters involved in Consumer Division complaint cases, recording the accuracy of questionable meters on appropriate forms for the Consumer Division. These meters are removed from the customer premises and tested as per 1 above. Certify the accuracy of electric meters and water meters of private water companies involved in Consumer Division complaint cases by witness testing operator tests of such meters on line at the consumers' premises. Records the accuracy of the meters on appropriate forms for the Consumer Division. Responds to inquiries regarding these meters in order to provide information concerning the agency policies and procedures according to the laws, rules and regulations governing meter testing. Seals or marks each gas meter that has been determined to be accurate by affixing a decal to the meter and completing any other procedure required by the Department to comply with requirements of G.L. c. 164, Sec. 103. Records the results of the meter inspections conducted by entering the inspection decal number, meter size, meter manufacturer's number, meter accuracy, and any other information required by the Department in a manner to comply with G.L. c. 164, sec. 103. This change is to accommodate us transitioning to electronic format and is consistent with GL164, Sec 103 (see below) Establishes the accuracy of gas meter provers or similar devices owned by gas companies, as assigned by the Division Director, by following procedures developed by the Department to ensure that such equipment is properly calibrated to test the accuracy of gas meters in accordance with G.L. c. 164, sec. 112. Obtains evidence and establishes facts concerning complaints and alleged non-compliance with Dig Safe laws, rules and regulations by interviewing individuals and conducting on-site visits in order to determine extent of non-compliance, validity of complaints and to prepare evidence or information for appropriate actions at excavation sites to assure that utility operators and excavators are in compliance with G.L. c. 82, sec. 40. Inspection will include but not be limited to: Review of work area for utility markings; Inquiry of excavator to determine Dig Safe number; Determination of accuracy of utility markings by measurement; Photograph site for markings and damage and write a narrative to explain observations; Send findings to the division for action. Prepare reports concerning investigations in order to provide information regarding alleged complaints and to make appropriate recommendations. Testifies at informal reviews and adjudicatory hearings, if necessary. Determine procedures to be used in collecting information and evidence in connection with complaints and alleged noncompliance with laws, rules and regulations in the dig safe investigations. Make recommendations to Supervisor and Director of Pipeline Safety concerning meter shop complianc. Performs related duties such as maintaining records, attending meetings and preparing correspondence. First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory, law enforcement or regulatory administration work, or (B) and equivalent combination of the required experience and the substitutions below. Substitutions: A Bachelor's or higher degree may be substituted for a maximum of two years of the required experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
