The Commissioning Engineer will provide testing and commissioning oversight of protection and control and apparatus capital substation installations to ensure safe and reliable operation. This includes the development of check-out guides, review and approval of test results, development of equipment energization plans to minimize system risk and final technical approval of equipment prior to it being released to transmission operations. The Commissioning Engineer will perform the following: Plan, schedule, and perform work for large projects and programs. Responsible for defining appropriate visual checks, measurements and tests that will be required to verify that the design and construction of a substation modification is appropriate for the intended application. Manage subcontractors' scope of work and quality control. Lead meetings with owner, operation and maintenance, design and construction personnel to understand project goals and schedule to ensure commissioning is properly coordinated. Prepare commissioning plans, specifications and checklist and functional test documentation based on client and company standards. Although not expected to directly perform any test themselves, all tests and measurements are under the Commissioning Engineers direction (whether present or not at the time of the test) and require his/her approval before considered complete. Review design, equipment submittals, operation and maintenance manual, start-up reports, checklists, and training programs. Perform site visits to coordinate commissioning, evaluate new and existing systems, witness equipment start-up and testing. Assist with training operation and maintenance personnel to maintain commissioned systems and perform a continuous commissioning program. Qualifications BS in Mechanical or Electrical Engineering from an ABET accredited university is required. A minimum of 7 years of direct or related experience with testing and commissioning in a utility substation environment. Strong facilitation, team building, collaboration, organization and problem-solving skills. Highly effective communicator with clear and concise writing and presentation skills. High level of attention to detail with ability to quality-review work. Proficient computer skills (e.g. Microsoft Office Suite). Ability to forensically evaluate energy-consuming systems and detect and evaluate deficiencies, quantify energy losses, and determine cost. Experience providing leadership to a diverse project team a plus. Demonstrated experience in combined heat and power/cogeneration, central utility plants, data centers, water/wastewater facilities, controls, NETA electrical testing, renewable energy and other specialties a plus.
