Company: TRC Environmental Corporation Job Title: Commissioning Engineer Location: Augusta, ME (This position reports to a TRC Office in Augusta, ME and requires 100% travel and sustained relocation for periods of up to 12 months to project sites within the United States) Duties: Provides overall project planning, coordination, and supervision of construction, commissioning, and testing activities to ensure compliance with plans and specifications. Interprets complex plans and specifications and applies available information to ensure that all project design requirements are satisfied. Resolves construction problems, procedures, and methods while working with customers and other Engineering personnel, inspectors, contractors, and suppliers. Plans, performs, and documents the commissioning of multiple control and power circuits to ensure the intended operation and safety of equipment and personnel are met. Leverage engineering and construction codes to ensure compliance with applicable requirements. Prepares and monitors complex construction and commissioning schedules to ensure timely completion of the work. Prepares and implements outage and energization plans and detailed commissioning plans. Institutes, directs, and documents changes to work according to varying site conditions. Conducts on-site investigations to ensure adequacy of contractor methods. Evaluates contractor procedures, start and completion times, and staffing requirements for each phase of construction. Leverages work rules applicable to multiple collective bargaining crafts employed on projects. Education & Experience Requirements: Master's degree in Electrical Engineering, Energy Systems or related field (willing to accept foreign education equivalent) and 1 year of experience performing electrical distribution and transmission substation engineering and commissioning for substation equipment. Or, in the alternative: Bachelor's degree in Electrical Engineering, Energy Systems or related field (willing to accept foreign education equivalent) and 3 years of experience performing electrical distribution and transmission substation engineering and commissioning for substation equipment. Required Skills: Must also possess the following: (1) Demonstrated Expertise (DE) leveraging the latest industry standards, procedures, and guidelines, including IEEE or NETA, to perform testing and commissioning of protection and control schemes in various utility substations systems and configurations; (2) DE designing AC and DC schematics, wiring and interconnect drawings, and one-line and three-line diagrams for electrical protection and control systems, including relay communications and remote terminal units; (3) DE performing apparatus testing for low, medium, high, and extra high-voltage substation and power plant equipment, and interpreting test results; and, (4) DE testing, validating, and commissioning substation protection and control circuitry and associated components and equipment.
