JOB DESCRIPTION
Position located in Lewisburg, Greenbrier County, West Virginia:
An employee in this position principally performs technical, administrative, and investigative work in the enforcement of county building code, zoning and subdivision ordinances.
Duties include coordinating enforcement of the county's zoning and subdivision ordinances as well as enforcement of the county building code; conducting field inspections to ensure compliance; issuing permits; assisting individuals with land development issues in determining applicable zoning and land use; and conducting field inspections for zoning and building code compliance. The employee may be responsible for conducting planning and development research relative to specific projects as directed by the County Commission. Independent judgment and initiative must be exercised in determining if zoning and subdivision ordinance requirements are met and in performing various planning duties as assigned. Considerable tact and firmness are required in dealing with property owners and the general public on zoning, subdivision, nuisance, and other enforcement related matters. ICC compliance work is performed under the general supervision of the Building Code Official, and the position is supervised by the County Commission.
Essential Duties and Tasks
Working under the ICC Code Official, administers and enforces ICC building code, land use, subdivision and other related ordinances; processes and approves development permit applications including answering questions and inquiries, interpreting and applying ordinances to particular situations; and issuing permits for zoning compliance, signs and reviews plans for subdivisions.
Conducts site-plan reviews including construction drawings; measures heights from elevation grades, etc., and recommends revisions to assure compliance with ordinances.
May be responsible for issuing notices of violations, penalties, warnings and stop-work orders.
Conducts field inspections, takes interviews and develops photographic documentation of property to evidence compliance with building code, land use and other ordinances.
Researches and makes recommendations concerning building code, land use and other ordinances; responsible for enforcing land use ordinances; handles complaints concerning building, land use and other related ordinances.
Attends public meetings and prepares information for public presentations; summarizes issues and testifies in cases before the Board of Zoning Appeals; maintains, maps, logs and records and may be called upon to prepare various reports.

Knowledge, Skills and Abilities
Considerable knowledge of residential and commercial construction principles, including the ability to review, interpret and explain construction plans. Relevant certifications by State Fire
Commission required to be underway or accomplished.
General knowledge of the principles and practices of land use planning concepts, procedures and policies.
Skill in interpretation of codes and in their application to specific situations.
Skill in reading and interpreting maps, plats and related specifications.
Skill in the collection, analysis and presentation of technical data and zoning recommendations.
Ability to establish and maintain effective working relationships in an enforcement capacity with the public, contractors, builders, property owners, boards, officials, co- workers and supervisors; to establish and maintain effective working relationships as necessitated by work assignments.
Ability to enforce regulations tactfully and firmly.
Ability to establish and maintain effective record-keeping systems.
Ability to express ideas effectively orally and in writing.
Physical Requirements:
Must be able to physically perform the basic life operational functions of reaching, standing, walking, grasping, talking, hearing, and repetitive motions including repreated bending, crouching and stooping.
Frequent exposure to physically demanding, unpleasant, strenuous, and/or hazardous elements; office and field environment; daily conditions may include dirt, dust, noise, odors, fumes, and vibration while making construction site inspections.
Hazardous conditions encountered daily could include elevated workplaces, mechanical hazards, electrical hazards, fire hazards, and those hazards associated with working on or around construction sites including dozers, high lifts and other operating machinery, saws, exposed electrical wiring and panels, and flammable materials.
Educational Requirements:
Minimum of high school, plus elementary technical training, acquired on the job or through one year or more of technical or business school; favorable consideration given to post-secondary degree.
Special Requirements: Possession of a valid West Virginia driver's license; a background check will be performed.
