FOR MORE INFORMATION, PLEASE SEE OUR BROCHURE ABOUT THIS POSITION HERE POSITION SUMMARY The Capital Project and Engineering Manager performs professional level effort to actively manage multiple City capital improvement projects through planning, design, construction & implementation. Provides leadership & direction to the Capital Projects & Engineering team to deliver capital projects, up-to-date engineering standards & details, timely & comprehensive development review, traffic engineering and effective right-of-way permitting & inspection. Participates as a member of the department management team. Contributes to the development & implementation of departmental goals, objectives, and service standards. Essential Duties & Responsibilities Manages multiple projects, in various stages of completion, to ensure that work is done in accordance with established standards, best practices, and approved construction documents to a high level of quality Maintains & actively manages project budgets to ensure projects are delivered within the available budget Maintains & actively manages project schedules to ensure projects are delivered within the established schedule Ensures conformance with City standards and processes to actively manage the public right-of-way through effective & timely permitting & development review Oversees the work of others, including project managers, engineers, and technicians who may design projects using in-house resources Assigns work and establishes work schedules, directs & supervises duties of assigned personnel, reviews job performance, and evaluates training & professional development needs; develops goals and objectives for staff Participates in the selection of engineers, architects, consultants, and contractors; manages the contracts with these entities Manages and coordinates the work of consultants and contractors Provides input to design of public infrastructure including roads, alleys, water mains, sanitary sewer mains, storm water facilities and other public infrastructure Reviews and approves construction plans, specifications, details, and contract documents Identifies funding sources and cooperates with outside agencies and governments as necessary to secure grant funding and develop other creative capital funding sources Assists the Department Director with budget forecasting & program planning Provides detailed project cost estimates Develops & maintains a 5-year capital improvement plan (CIP) Researches and evaluates infrastructure issues; recommends thoughtful solutions Ensures timely & relevant communication with all project stakeholders Resolves issues to ensure positive interactions between division staff, and with other departments and outside entities Coordinates planning & construction activities with outside entities such as the Mile High Flood District (MHFD), the Colorado Department of Transportation (CDOT), Arapahoe County and adjacent communities Prepares a variety of written documents, including but not limited to, engineering studies & reports, cost analysis & budget impact studies, grant applications, correspondence, etc. Oversees the provision of project management & engineering support to other departments & divisions Develops policies & processes; ensures consistent responses to requests for service, development review, etc. Maintains project files, both electronic and hard copy, with all relevant information & documentation Makes presentations, as required for City Council and Boards and Commissions Assists other departments and divisions in the preparation of cost estimates for projects Assists with contract administration, inspections, design calculations, property research and preparation of graphic presentations; initiates and prepares project reports and records Directs the work performed by consultants on large projects Prepares proactive communications to the public and other stakeholders for assigned projects; responds to inquiries from the public, utilities, other government agencies, and contractors Works with other governmental agencies, citizen groups, and industry representatives on projects and programs. Plans, supervises, and evaluates the work of junior staff. Recommends selection of assigned staff and provides for their training and professional development. Assists Project Managers in reviewing and responding to proposed changes to contract requirements and makes decisions or recommendations on appropriate action. Contributes to the development and implementation of departmental goals, objectives, policies, procedures, and service standards. Other Duties & Responsibilities Performs other duties as assigned and required. PREPARATION AND TRAINING Education: Bachelor's Degree in Engineering, construction management or related field. Work Experience: Minimum of 7 (seven) or more years of progressively responsible experience in project delivery and a minimum of at least five (5) years of supervisory experience. Certifications and/or Licensures: Certification in project management, CPM CCM or equivalent project manager certification or credentials preferred. Professional Engineer license in the state of Colorado, or the ability to obtain in six months, is also preferred. Required Driver's License: Valid Colorado driver's license and a clear or acceptable MVR An equivalent combination of education, training and relevant job experience may be substituted. Computer Skills - Strong skills needed to work in a high technology environment. AutoCAD or other design platform experience preferred. Communication - Strong skills required to work with the public & other project stakeholders to reach consensus; prepare and deliver presentations; manage consultants. Strong written skills needed to produce Council communications and technical memorandums. Analytical - Strong skills needed for data analysis. Advanced skills needed for design computations and equations. Project Management - Advanced skills needed to schedule and track progress of infrastructure projects. Also needed for the assembly of work groups. General Management - Strong skills needed for resource management. Mathematical - Strong skills needed for field measurement and specifications, quantity estimates and pay items, and complex engineering calculations.
