Minimum Qualifications:

Education

• High school diploma or possession of a general equivalency diploma (GED)

Experience

Twelve (12) months following the achievement of a particular grade level (i.e. Grades D, C, B, A and AA), an incubent may be advanced to the next grade level provided he/she has taken and passed any required written or practical tests, acquired any required certifications and has met acceptable fitness for duty, work record and job performance requirements.

• Levels AA
• A minimum of six (6) years' experience as a boiler/chiller mechanic or a related job

Certification/Licensure

• A valid District of Columbia, Maryland or Virginia motor vehicle operator's permit issued from the jurisdiction of residence
• A current Steam Boiler Engineer Class 3 license from the District of Columbia
• An Environmental Protection Agency/Chlorofluorocarbon (EPA/CFC) Certificate, Type I, II, or III (Universal)

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

Plant Maintenance (PLNT) Boiler/Chiller Operator is responsible for the operation, inspection, maintenance and repair of hot water and low-pressure steam boiler plants, commercial chilled water plants, centrifugal and reciprocating refrigeration and ventilation systems and associated equipment. The employee performs assignments in accordance with federal and local codes, and manufacturers' operation and maintenance manuals, and Washington Metropolitan Area Transit Authority (WMATA) instructions. Employee applies understanding of industry best practices in maintenance procedures, HVAC systems, and the materials/parts, tools, test equipment and operating systems associated with boiler/chiller systems.

Job Levels : At each successive grade level of this job (i.e. Grades D, C, B, A and AA), the incumbent is expected to demonstrate increased, distinguishing levels of proficiency and efficiency in knowledge, skills and abilities when performing the assigned duties and essential functions described in this job description

ESSENTIAL FUNCTIONS

• Performs scheduled maintenance including seasonal start-up and shut-down of cooling towers and boiler plants and routine preventive maintenance of chiller plants and boiler systems in accordance with industry best practices and WMATA standards.
• Observes operation of boiler and chiller plant systems and associated equipment/ components to detect potential failures and identify causes of malfunctions. Inspects equipment for changes in calibration, dimensional requirements and manufacturers' specifications. Performs maintenance, troubleshooting tests and calibrates HVAC systems, subsystems and components using precision measuring equipment.
• Performs maintenance on chiller cooling towers, service fan motors, and belts. Blows down and cleans cooling tower sumps, strainers, header, trees, and nozzles. Replaces and installs pipe and check valves in water feed systems, strainer/water filters/piping, fittings and steam traps. Cleans boiler/chiller tubes, fire boxes, and controls during the off-season, to ensure work is performed safely and industry best practices are implemented.
• Dismantles, inspects and replaces pumps, bearings, seals and other related parts. Collects and tests samples of boiler/chiller plant systems to determine if proper levels of acidity, causticity, and alkalinity are maintained in accordance with manufacturer guidelines and procedures.
• Treats water according to test results with tannin, phosphate, caustic soda or sodium sulfate for control of corrosion and scale formation. Treats cooling tower water for bacteria and collects samples for laboratory tests.
• Operates special shop equipment such as drills, grinders, fork trucks, hoists, and cranes. Removes, replaces, repairs defective or worn parts; lubricates, cleans and recharges boiler/chiller equipment; conducts leak detection tests; maintains boiler/chiller plant service controls solders/brazes tubing and piping; installs and replaces filters, metering devices and solenoids. Adjusts and calibrates pneumatic equipment to manufacturers' specifications, using approved procedures and test equipment.
• Maintains HVAC electrical components (circuits, wiring, starters, relays, and motors) and mechanical components (compressors, fire boxes, valves, pumps, condensers). Performs removals, replacements and repairing defective or worn parts; cleans and lubricates components. Calibrates and adjusts electrical control devices such as thermostats, humidistats, aquastats, modulating valves, relays, and controllers.
• Completes required documentation and reports for the operation and maintenance of boiler/chiller equipment and related components. This includes completing proper forms, logs, tags and updating automated databases to record maintenance work completed.
• Prepares parts requisitions for the supervisor's approval.
• Attends and passes the required safety training classes and continuously learns industry best practices for working safely and efficiently. Performs assignments according to established industry and WMATA's safety practices and maintenance guidelines.

OTHER FUNCTIONS

• Implements approved engineering modifications to boiler and chiller systems and performs new system and component acceptance testing.
• Supports response efforts in emergencies by providing immediate maintenance to protect assets. Responds to and provides assistance during severe weather emergencies, ensuring safety requirements are met
