Job Overview

Description This position is responsible for the management of Lee County Department of Transportation Capital Improvement Program (CIP) projects, BPAC project and/or Intersection Improvement projects as assigned by the Manager, Public Works Programs. The Associate Project Manager is responsible for the on-time and on-budget delivery of transportation-oriented projects. Duties and Responsibilities Prepares and updates project-level delivery schedules for assigned projects. Participates in consultant selection process in coordination with the Procurement Department. Negotiates scope and fee for professional services, including but not limited to engineering studies, design services, and/or Construction Engineering and Inspection (CEI) services. Coordinates with the Procurement Department in the development of bid packages and procurement of construction services associated with assigned projects. Possesses working knowledge of one or more engineering disciplines associated with transportation projects including geometrics, stormwater management, pavement design, traffic engineering, geotechnical engineering, structural engineering, and/or construction engineering. Performs detailed technical research and seeks practical solutions to solve project problems. Coordinates with the County Lands Department in fulfillment of real property needs for assigned projects including acquisition, temporary easements, and perpetual easements. Liaison with the Lee County Bike and Pedestrian Advisory Committee (BPAC) on current and future BPAC projects. Maintains current working knowledge of relevant local, state, and federal laws, regulations,statutes, or codes associated with delivery of transportation-oriented projects. Performs detailed design and engineering for transportation related projects Interacts, provides direction and meets with consultants, surveyors, contractors, attorneys and the general public with regard to transportation projects. Conducts inspections, monitors work, and maintains records to ensure quality control; inspects quality of construction work and materials; prepares or completes various forms, reports, correspondence, and summaries; reviews projects and field conditions. Coordinates daily work activities; organizes and prioritizes assigned work; coordinates with engineering and technical staff; oversees, administers, and coordinates work performed by consultants, contractors or other service providers. Coordinates final inspections with contractors and engineers; confers with contractors and work crews; assists with complex/problem situations and provides technical expertise. Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures. Liaisons with local municipalities and third party stakeholders on topics relevant to assigned projects. Provides oversight to CEI consultants during the construction of assigned projects. Facilitates the resolution of technical and commercial issues as they arise during construction. Performs related work as assigned. Education, Experience, Licensing Requires any combination of education and/or experience equivalent to graduation from an accredited four-year university or college with a Bachelor's Degree in Engineering or Engineering Technology and two years of experience in the delivery of civil engineering projects, preferably focused on delivery of transportation related projects. Passing of the Fundamentals of Engineering (FE) exam and certification as an Engineering Intern (EI) in the state of Florida is required. Registration as a Professional Engineering in the state of Florida, or possession of a Professional Engineers license in another state with the ability to obtain the Florida Professional Engineering license within six months of employment is desirable. Possession of a valid driver's license and an acceptable driving record is required. Supplemental Information Ability to communicate effectively; verbally and in written form with various levels of employees and constituents. Strong computer skills including Microsoft Office products. Working knowledge in CAD is desirable but not required. Possess customer service skills. Working knowledge of Florida Department of Transportation standard specifications and design standards is desirable. Technical skills in the design and/or inspection of bridges and other transportation structures is desirable. Strong technical skills in the area of surface water management are desirable. The work days and hours for this position are Monday - Friday 8:00am - 5:00pm.
