Acciona seeks a seasoned professional to assist in the development of utility-scale wind power projects. Reporting to the Director, Quality, Safety and Environment and located in Chicago,this position will be responsible for all aspects of project permitting and environmental issues. The Environmental Manager support the development team by managing federal, state, and local permitting efforts for existing and new wind projects throughout North America.


Responsibilities:

  • Manage federal, state, and local environmental and construction permitting for the siting of wind energy / renewable energy facilities
  • Coordinate and work closely with cross functional resources, manage outside consultants, and liaise with governmental agencies on the siting, licensing and permitting issues of wind energy / renewable energy facilities
  • Develop and budget detailed, site specific permitting plans, communicate variance to plan
  • Prepare detailed status reports on development projects and provide support for preparing permits, regulatory reports, and other compliance submittals for operating facilities
  • Track current and pending legislative requirements; advise senior management of impending legislation that might affect development activities and operating facilities
  • Develop and give presentations to landowners, public, non-profit groups and governmental agencies
  • Work with head of development and individual project managers to identify site specific permitting and regulatory risks and develop risk mitigation strategies
  • Work with landowners to address land use concerns
  • Develop, implement and maintain core Environmental policies, procedures, and systems based on UNE-EN-ISO 14.001 Environmental Management System (EMS) to increase efficiency and effectiveness with the Acciona Energy North America environmental program requirements
  • Conduct audits of North American sites to determine compliance with internal and external regulatory requirements
  • Assess reports and data compiled by contractors, consultants, government agencies, and others to determine environmental impact and ensure compliance with technical specifications or regulatory and/or permit requirements
  • Participate in professional, industry, and/or regulatory organizations and associations, as required, to help achieve Acciona's strategic goals in shaping legislation, state and federal agency policies/guidance, etc

Job Requirements:

  • Bachelor's of Science in Environmental Science or equivalent ; advanced degree preferred
  • Minimum 7 - 10 years of progressively responsible experience in an environmental, regulatory, or environmental law sectors that demonstrate increasing responsibility. A proven track record of permitting significant infrastructure projects, leading and managing a multi-disciplinary team, preferably in the renewable energy or power generation industry
  • Previous experience in permitting energy or large scale real estate development projects is required, including specific experience with several of the following:
    • National Environmental Policy Act
    • National Historic Preservation Act
    • Endangered Species Act
    • Clean Water Act
    • Environmental Assessment (EA) and Environmental Impact Reports (EIR)
    • Storm Water Pollution Prevention Plans
    • Public right of way permits
    • Zoning
    • Land use regulations
    • Health and safety regulations
  • Must have a network of contacts in the environmental, regulatory, and preferably energy sectors
  • Certified Hazardous Materials Manager (CHMM) or an equivalent professional designation desirable
  • Advanced technical knowledgeof environmental disciplines (air, natural resources, water, waste, etc.) related to development, construction and operation of power generation projects, and related U.S. and/or Canadian federal, state, and local laws and regulations
  • Experience with program and permit audits / inspections including monitoring report submissions, record keeping, and action-item resolution
  • Proven ability to coach and lead environmental efforts.
  • Ability to think and analyze situations in a fast-paced environment
  • Demonstrated ability to be innovative, initiate and manage change, and deliver results
  • Strong written and oral communication and interpersonal skills are essential
  • Independent, detail-oriented, creative, tenacious, and flexible are essential characteristics.
  • Proficient in the following application programs: Microsoft Office 2003 (MS Word, Excel, Outlook, Explorer, PowerPoint), Adobe Acrobat Standard, Photo Editors, and Blackberry applications.
  • Must possess a valid driver's license
  • Must be able to work in an outdoor environment
  • Overnight travel 25-50%
  • Must hold or be eligible to hold a U.S. Passport
  • Must be capable of climbing an 80 meter ladder
